The neo-liberalism that dominated economic thinking since the advent of Thatcher and Reagan is now seen to have serious flaws. Progressive Capitalism seeks to replace it with a new Progressive political economy, based on an analysis of why the growth rates of countries differ, and what firms have to do to achieve competitive advantage in today's global economy. The cornerstone of the political economy of Progressive Capitalism is a belief in capitalism. But it also incorporates the three defining beliefs of Progressive thinking. These are the crucial role of institutions, the need for the state to be involved in their design, and the use of social justice defined as fairness as an important measure of a country's economic performance. Progressive Capitalism shows how this new Progressive political economy can be used by politicians and policy-makers to produce a programme of economic reform for a country. It does this by analysing and proposing reforms for the UK's equity markets, its system of corporate governance, its national system of innovation and its education and training system. Finally, Progressive Capitalism describes the role the state should play in the economy - an enabling one, rather than the command-and-control role of traditional socialism or the minimalist role of neo-liberalism.

Now that order itself is under siege, not just from illiberal forces such as China and Russia but from its very core, the United States under Donald Trump. The already evident damage to that order, and even its possible collapse, pose particular challenges for Japan, as explored in this book. Noted experts survey the difficult position that Japan finds itself in, both abroad and at home. The weakening of the rules-based order threatens the very basis of Japan's trade-based prosperity, with the unreliability of U.S. protection leaving Japan vulnerable to an economic and technological superpower in China and at heightened risk from a nuclear North Korea. Japan's response to such challenges are complicated by controversies over constitutional revision and the dark aspects of its history that remain a source of tension with its neighbors. The absence of virulent strains of populism have helped to provide Japan with a stable platform from which to pursue its international agenda. Yet with a rapidly aging population, widening intergenerational inequality, and high levels of public debt, the sources of Japan's stability—its welfare state and immigration policies—are becoming increasingly difficult to sustain. Each of the book's chapters is written by a specialist in the field, and the book benefits from interviews with more than 40 Japanese policymakers and experts, as well as a public opinion survey. The book outlines today's challenges to the liberal international order, proposes a role for Japan to uphold, reform and shape the order, and examines Japan's assets as well as constraints as it seeks to play the role of a proactive stabilizer in the Asia-Pacific.

The Politics of War Memory in Japan

Since the 1990s, questions of Japanese wartime conduct, apologies for aggression, and compensation to former victims of the country’s imperial policies, have been brought to the fore of national and regional politics. The state is undoubtedly the most important actor in the process of memory production and along with conservative legislators and the grass-root revisionist movement there has been a consistent trend towards denying or undermining the existing acknowledgments of responsibility for Japan’s wartime past. However, to fully comprehend war memory in Japan, due attention must be paid to competing discourses that demand an alternative view, and only then can the complexity of Japanese war memory and attitudes towards the legacies of the Asia-Pacific war be understood. The Politics of War Memory in Japan examines the involvement of five civil society actors in the struggle over remembering and addressing the wartime past in Japan today. In studying progressive war memory activists, it quickly becomes clear that the apologia by conservative politicians cannot be treated as representative of the opinion of the majority of the Japanese public. Indeed, this book seeks to remedy the disparity between studies devoted to the official level of addressing the ‘history issue’ and the grass-root historical revisionist movement on the one side, and progressive activism on the other. Furthermore, it contributes to scholarly debates on the state of civil society in Japan, challenging the characterisation of Japanese civil society as a depoliticised space by demonstrating a more contentious side of civil society activism. Drawing important new empirical research, this book will be of huge interest to students and scholars of Japanese civil society, Japanese politics, Japanese history and memory in Japan.

Based on ethnographic fieldwork and archival research, it is one of the first studies to give readers a sense of what is happening on the front lines as a growing number of Buddhist priests try to reboot their roles and traditions to gain greater significance in Japanese society. The book profiles innovative as well as controversial responses to the challenges facing Buddhist priests. From traditional activities (conducting memorial rituals; supporting residences for the elderly and infirm; providing relief for victims of natural disasters) to more creative ones (collaborating in suicide prevention efforts; holding symposia and concerts on temple precincts; speaking out against nuclear power following Japan’s 2011 earthquake; opening cafés, storefront temples, and pubs; even staging fashion shows with priests on the runway), more progressive members of Japan’s Buddhist clergy are trying to navigate a path leading towards renewed relevance in society. An additional challenge is to avoid alienating older patrons while trying to attract younger ones vital to the future of their temples. The work’s central theme of “experimental Buddhism”provides a fresh perspective to understand how priests and other individuals employ Buddhist traditions in selective and pragmatic ways.
