The attempt to reduce the role of the state in the market through tax cuts, decreases in social spending, deregulation, and privatization—“neoliberalism”—took root in the United States under Ronald Reagan and in Britain under Margaret Thatcher. But why did neoliberal policies gain such prominence in these two countries and not in similarly industrialized Western countries such as France and Germany? In The Politics of Free Markets, a comparative-historical analysis of the development of neoliberal policies in these four countries,Monica Prasad argues that neoliberalism was made possible in the United States and Britain not because the Left in these countries was too weak, but because it was in some respects too strong. At the time of the oil crisis in the 1970s, American and British tax policies were more punitive to business and the wealthy than the tax policies of France and West Germany; American and British industrial policies were more adversarial to business in key domains; and while the British welfare state was the most redistributive of the four, the French welfare state was the least redistributive. Prasad shows that these adversarial structures in the United States and Britain created opportunities for politicians to find and mobilize dissatisfaction with the status quo, while the more progrowth policies of France and West Germany prevented politicians of the Right from anchoring neoliberalism in electoral dissatisfaction.

First Published in 1990. John Maynard Keynes once made the bold prediction that the three- hour work day would prevail for his grandchildren's generation. Seventy years later, the question of working time is as pertinent as it was at the inception of the 40-hour week. Not until now, however, has there been a global comparative analysis of working time laws, policies and actual working hours. Despite a century-long optimism about reduced working hours and some progress in legal measures limiting working hours, this book demonstrates that differences in actual working hours between industrialized and developing countries remain considerable – without any clear sign of hours being reduced. This study aims to offer some suggestions about how this gap can begin to be closed. most basic questions facing planning theory and practice today. The author argues that it is not plans that determine the shape of cities, but political processes. In the 1980s state planning came under siege; planners had to justify their existence to politicians, the business world and the public. Though planning must still be accountable, neither the complete domination of the market nor traditional post-war planning ideologies are wholly acceptable in the 1990s. A new agenda and a major rethinking of planning from first principles is required - but what form should this take? Showing that political theory provides the proper foundation for understanding planning practice, the book explores in turn assenting and dissenting planning paradigms. Exploration of the former begins with Weber and moves through pluralism, corporatism and neo-liberalism. Dissenting theory is organized around the work of Marx: orthodox neo-Marxism, Gramsci's 'philosophy of praxis', the critical theory of the Frankfurt School, and the work of Habermas. The author concludes with a presentation of an integrated political perspective upon planning and the state.




The Cultural Contradictions of Progressive Politics

Why do some U.S. cities like Seattle and Boston impose social exactions and sustainability targets on private investment while others like Las Vegas and Houston offer property tax and fee remissions to business, tolerate environmentally hazardous activities such as oil drilling, and express skepticism even about recycling mandates? The behavior of the former cities appears especially puzzling in view of globalization processes that seemingly offer many more options to mobile capital and expose cities’ vulnerability to private investment decisions. Cultural Contradictions examines the paradoxical finding that some U.S. cities can impose burdensome regulations and extract social and environmental contributions from the private sector despite an apparently weak bargaining position. It usescultural change and the growth of non-traditional subcultures to explain why cities adopt these progressive policies. Responding to the urban policy literature’s tendency to prioritize economic considerations over other kinds of causal factors, the book demonstrates the joint impact of culture and economics in encouraging policy outcomes which emphasize social justice, human rights, and environmental sustainability in large U.S. cities. The book makes several specific contributions to urban literature. First, it argues that cities in which nontraditional cultural beliefs and practices thrive and which are strongly linked to dynamic economic sectors such as information services, professional, scientific and technical services, financial services, and education and health care services are especially likely to adopt progressive policies. It establishes this claim using both statistical analysis of large-N city samples and a closer investigation of four case studies. Second, it reveals how progressive policies are a plausible response to psychological concerns associated with unconventional ways of life and the nature of postindustrial society. Finally, the book indicates how these new ways of life and postindustrial economic sectors grow in mutually reinforcing ways in order to make these policies acceptable to local economic elites and therefore favorable to the city’s future development.
