Cambodia's economic performance over the past decade has been impressive, and poverty reduction has made significant progress. In the 2000s, the contribution of agriculture and agro-industry to overall economic growth has come largely through the accumulation of factors of production---land and labor---as part of an extensive growth of activity, with productivity modestly improving from very low levels. Despite these generally positive signs, there is justifiable concern about Cambodia's ability to seize the opportunities presented. The concern is that the existing set of structural and institutional constraints, unless addressed by appropriate interventions and policies, will slow down economic growth and poverty reduction. These constraints include (i) an insecurity in land tenure, which inhibits investment in productive activities; (ii) low productivity in land and human capital; (iii) a business-enabling environment that is not conducive to formalized investment; (iv) underdeveloped rural roads and irrigation infrastructure; (v) a finance sector that is unable to mobilize significant funds for agricultural and rural development; and (vi) the critical need to strengthen public expenditure management to optimize scarce resources for effective delivery of rural services.

The Office of the Special Project Facilitator (OSPF) is responsible for the Consultation Phase of the Accountability Mechanism of the Asian Development Bank (ADB). OSPF’s core function is to facilitate problem solving concerning ADB-assisted projects and programs using consensus-based methods, seeking agreement among all parties. In 2011, OSPF concluded the consultation process for two complaints, received and processed seven new complaints, and worked jointly with the Office of the Compliance Review Panel to inform stakeholders about the Accountability Mechanism through outreach sessions, both at ADB headquarters and in several countries. OSPF produced two new publications in 2011 and translated the Consultation Primer into the languages of three developing member countries to disseminate information about the complaint process and to promote the use of effective grievance redress mechanisms.

Bangladesh has transformed its economy over the last 2 decades, graduating to middle-income status as average annual growth remained strong at 5%–6%. The country’s goal to become an upper-middle-income country by 2021 will require even stronger annual growth of 7.5%–8%. This study finds that the most critical constraints to growth are (i) insufficient reliable energy supply, (ii) policies that indirectly stunt development of economic activities unrelated to ready-made garment exports, and (iii) insufficient security about property and land rights due in part to inadequate registry systems. If policies are designed to urgently tackle these constraints, Bangladesh will be free to harness its potential for inclusive and sustainable growth.
