With these new policies, a significant number of jobs and wages have been cut in the public sector. A number of expenditure items related to education and training have also been cut. These reforms have given rise to waves of protest throughout Europe. The goal of this volume is to study this Ôpublic sector shockÕ. While budgetary reforms seek to ensure a more balanced and sound economic policy, they may generate new work inequalities among public sector employees, most particularly among women, who account for a considerable proportion of public sector employment. Cuts in education and training may also have an impact on the quality of human capital in both the public and private sectors, despite the fact that the recent crisis has shown the value of education as employees with better skills and training are more likely to maintain their jobs and incomes. Wage differentials between the public and private sectors in India


Book Description

The authors use 1993-94 and 1999-2000 India Employment and Unemployment surveys to investigate wage differentials between the public and private sectors as well as workers' decisions to join a particular sector. To obtain robust estimates of the wage differential, they apply three econometric techniques each relying on a different set of assumptions about the process of job selection. All three methods show that differences in wages between public sector workers and workers in the formal-private and informal-casual sectors are positive and high. Estimates show that, on average, the public sector premium ranges between 62 percent and 102 percent over the private-formal sector, and between 164 percent and 259 percent over the informal-casual sector, depending on the choice of methodology.




The Gender Pay Gap and Social Partnership in Europe

The gender pay gap (GPG) exists in every European country, but it varies considerably, even in EU member states covered by the same legal principles on pay equality. Part of the variation can be explained by different patterns of social partnership. With current policy pressure to de-centralise collective bargaining and increase the percentage of pay linked to productivity, what role can social partnership play in tackling the GPG? Reporting on the findings of the European Commission funded research project "Close the Deal, Fill the Gap", this book uses an interdisciplinary analysis involving legal, economic, and sociological expertise, to explore the role of social partnership in GPG in Italy, Poland and the UK. Public-sector Wage Premium in Poland

The book assesses the size, structure and evolution of the public-private wage gap in Poland, almost 25 years after the onset of the economic transition. Contrary to the previous research, this study demonstrates positive estimates of the public-sector wage premium, with significant differences in terms of space and employee characteristics.
