This publication is intended as a guide to U.S. Customs and Border Protection (CBP) procedures and regulations for vessels entering the United States. This guide is not presented as a comprehensive reflection of all laws and regulations concerning entry to the United States. Rather, it seeks to identify those issues most significant to the shipping industry and to present them in a succinct and logical manner. The objective is to provide information concerning laws and regulations to be used as a resource by the shipping industry to promote the efficient processing of required forms, ensure the proper documentation and processing of crew and passengers, and reduce shipping companies' fines liability.
