This publication was prepared by the UNCTAD secretariat to commemorate the first three decades of the Trade and Development Report (TDR) - UNCTAD's main flagship publication - whose first edition was published in 1981.Part one of this publication traces the key issues relating to the global economy and development strategies discussed in various TDRs over the past three decades. It also shows how the ideas, analytical perspectives and policy proposals expressed in the TDR have differed from "mainstream" thinking, and how they have evolved in response to new challenges arising from global economic developments.The salient features reviewed in this publication are: the concept of interdependence, which has shaped the TDRs' policy analyses and recommendations over three decades; the approach of the TDR to macroeconomic and financial policies in both developed and developing countries; the TDRs' contribution to the debate about the shortcomings and the need for reform of global governance in trade, finance and macroeconomics; the TDRs' assessments of the failures and successes of development policy, as well as their recommendations for development strategies, taking into account lessons from past experiences; and Issues that remain topical and others that may become relevant for analysis in future TDRs.Part two of the publication comprises the contributions of the experts who participated in a panel discussion on "Thinking Development: Three Decades of the Trade and Development Report", a pre-Conference event for UNCTAD XIII, which took place in Geneva on 20 February 2012.

What lessons have policy makers drawn from the global financial and economic crisis to reform the international monetary and financial system and the design of macroeconomic policies? The enthusiasm about system reform and a reorientation of macroeconomic policies has not lasted. Reforms of financial regulations are progressing slowly and only at the national level, monetary system reform is limited. After an interlude that some considered as a return to Keynesianism, the orientation of macroeconomic policy, especially fiscal policy, is back to business as usual. This will hinder a sustained recovery of the world economy and open the door for new financial crises. Thus, the rethinking of policies and reshaping the financial and monetary system remain an urgent task. The Report makes concrete proposals on how, and in which priority areas, to advance with the strengthening regulation of the financial sector and commodity markets, reform of the international monetary system, and the reorientation of fiscal policy.

Within the theoretical framework of the trade-growth and structural transformation-growth nexuses, the book examines the evolution of African (goods and service) trade in terms of value and share of global commerce relative to other regions during the period 1948–2017. It also identifies and discusses discernible changes in the composition and structure of African exports and imports between 1995 and 2015 and their implications for economic development in Africa. The study attributes Africa's laggard trade performance during the period primarily to sub-optimal macroeconomic policies and lack of bold export development policies and initiatives, among other factors. It also offers an incisive discussion of several inhibitions to the structural transformation of African exports and imports, including lack of finance, globalization, tariff, and non-tariff measures in global markets. The discussion of the evolution of African trade during the period 1948–2017 based on statistics and publications of international organizations, including the UNCTAD, the World Bank, and the African Development Bank, among others, is the first of its kind in terms of scope and depth of review of African trade. "All United Nations heads of state have endorsed the Millennium Development Goals, which aim to reduce the incidence of absolute poverty by half by 2015. To reach those goals, growth in developing countries will have to be twice the levels achieved in the 1990s for the next fifteen years. This will require, at the least, new rules of the development game.At present, rich countries exercise control over the institutions that oversee the global economy. This volume addresses a curiously neglected area of policy analysis--the impact of rich countries' policies on the global poor. Four-fifths of the world's people subsist on one-fifth of the world's income. One-fifth live in abject poverty, on less than one dollar a day. The main responsibility for reducing poverty reduction naturally rests with developing countries. But globalization means that rich countries must also play their part.Industrialized countries dominate global environmental management through the heavy ecological footprint of their production and consumption patterns. Adjustments of their policies by rich countries may be as critical as government reforms in poor countries. Past research has concentrated on policy adjustments that need to be made within poor countries to aid effectiveness, and trade reform.Relatively little is known about the economic consequences of migration, control of intellectual property, and environmental regulations. Even less research has been done on the interaction and combined impact of the full spectrum of rich countries' policies on the economy, society, and ecology in poor countries. These knowledge gaps inhibit rational debate, let alone evidence-based policymaking that may lead towards sustainable and equitable growth.
