In this original and illuminating new study, Mark Knights reveals how the political culture of the eighteenth century grew out of earlier trends and innovations. Arguing that the period from 1675 needs to be seen as the second stage of a seventeenth-century revolution that ran on until c.1720, Representation and Misrepresentation in Later Stuart Britain charts the growth of a national political culture and traces the development of the public as an arbiter of politics. In doing so, it uncovers a crisis of public discourse and credibility, and finds a political enlightenment rooted in local and national partisan conflict. The later Stuart period was characterized by frequent elections, the lapse of pre-publication licensing, the emergence of party politics, the creation of a public debt, and ideological conflict over popular sovereignty. These factors combined to enhance the status of the 'public', not least in requiring it to make numerous acts of judgement. Contemporaries from across the political spectrum feared that the public might be misled by the misrepresentations pedalled by their rivals. Linking corruption in office to the domestic and imperial state has not been attempted before, and Knights does this by drawing on extensive interdisciplinary sources relating to the East India Company as well as other colonial officials in the Atlantic World and elsewhere in Britain's emerging empire. Both 'corruption' and 'office' were concepts that were in evolution during the period 1600-1850 and underwent very significant but protracted change which this study charts and seeks to explain. The book makes innovative use of the concept of trust, which helped to shape office in ways that underlined principles of selflessness, disinterestedness, integrity, and accountability in officials.

Ideology and Foreign Policy in Early Modern Europe (1650-1750)

The years 1650 to 1750 - sandwiched between an age of 'wars of religion' and an age of 'revolutionary wars' - have often been characterized as a 'de-ideologized' period. However, the essays in this collection contend that this is a mistaken assumption. For whilst international relations during this time may lack the obvious polarization between Catholic and Protestant visible in the proceeding hundred years, or the highly charged contest between monarchies and republics of the late eighteenth century, it is forcibly argued that ideology had a fundamental part to play in this crucial transformative stage of European history. Many early modernists have paid little attention to international relations theory, often taking a 'Realist' approach that emphasizes the anarchism, materialism and power-political nature of international relations. In contrast, this volume provides alternative perspectives, viewing international relations as socially constructed and influenced by ideas, ideology and identities. Building on such theoretical developments, allows international relations after 1648 to be fundamentally reconsidered, by putting political and economic ideology firmly back into the picture. By engaging with, and building upon, recent theoretical developments, this collection treads new terrain. Not only does it integrate cultural history with high politics and foreign policy, it also engages directly with themes discussed by political scientists and international relations theorists. As such it offers a fresh, and genuinely interdisciplinary approach to this complex and fundamental period in Europe's development.




Political Culture, the State, and the Problem of Religious War in Britain and Ireland, 1578-1625

In the period between 1575 and 1625, civic peace in England, Scotland, and Ireland was persistently threatened by various kinds of religiously inspired violence, involving conspiracies, rebellions, and foreign invasions. Religious divisions divided local communities in all three kingdoms, but they also impacted relations between the nations, and in the broader European continent. The challenges posed by actual or potential religious violence gave rise to complex responses, including efforts to impose religious uniformity through preaching campaigns and regulation of national churches; an expanded use of the press as a medium of religious and political propaganda; improved government surveillance; the selective incarceration of English, Scottish, and Irish Catholics; and a variety of diplomatic and military initiatives, undertaken not only by royal governments but also by private individuals. The result was the development of more robust and resilient, although still vulnerable, states in all three kingdoms and, after the dynastic union of Britain in 1603, an effort to create a single state incorporating all of them. R. Malcolm Smuts traces the story of how this happened by moving beyond frameworks of national and institutional history, to understand the ebb and flow of events and processes of religious and political change across frontiers. The study pays close attention to interactions between the political, cultural, intellectual, ecclesiastical, military, and diplomatic dimensions of its subject. A final chapter explores how and why provisional solutions to the problem of violent, religiously inflected conflict collapsed in the reign of Charles I.
