This guide is one of the guides composing the Framework for the risk management of inland transport of dangerous goods (inland TDG). It may be used in combination with the guide for decision-making, or independently. It is of voluntary application for any category of user and the users take full responsibility for its use. The method proposed in this guide is an aid to risk analysts. It was developed by experts having good knowledge of current risk estimation practices and a strong practical experience of risk estimation for the inland transport of dangerous goods by rail, road and inland waterways. During the three year development process the experts have considered many risk situations for which risk estimations were performed that they have worked with during their professional career. On this basis they have agreed on the harmonised risk estimation method proposed in this guide. This guide was developed under the TDG Roadmap project (phase I) organised by the European Union Agency for Railways with the contributions of experts involved in the management of risks posed by the rail, road and inland waterways transport of dangerous goods.
