This report is organized in four sections: background and introduction; findings; recommendations; and implementation factors. The recommendations section includes a summary statement of the purposes, concepts and rationale behind the recommendations, an administrative definition of the land and water areas concerned, and specific policies for the control of water areas and of land areas together with contigency standards to be used under specific circumstances. The section concludes with a recommended policy for acquisition as a supplement to legislated controls.
