S.3521, the Stop Over Spending Act of 2006, proposes several changes to the congressional budget process, including providing the President a legislative line item veto, reinstating statutory discretionaly spending caps, establishing maximum deficit amounts, converting the annual beudget cycle to a biennial one, establishing two commisions to examine federal government programs, and making various other modifications. This report provides a brief summary of the major provisions of S. 3521.
