Malnutrition is a huge burden on the Arab Republic of Egypt’s economy. Undernutrition—manifested by poor linear growth (stunting), wasting, and micronutrient deficiencies in children and by anemia among women of reproductive age—collectively saps an estimated two percent of Egypt’s annual gross domestic product through forgone productivity and health care costs, representing an economic hemorrhaging of billions of U.S. dollars per year. Adding to this challenge is the co-occurrence of overweight and obesity among children, leading to a malnutrition double burden. Scaling Up Nutrition in the Arab Republic of Egypt aims to inform the development of nutrition policy and guide nutrition investments over the coming years. It reviews Egypt’s nutrition situation, the interventions currently in place, and the opportunities, costs, benefits, and fiscal space implications of scaling up a set of high-impact interventions to address undernutrition. The book, a collaborative effort between the World Bank and UNICEF, is targeted at all those involved in developing and implementing nutrition interventions in Egypt and beyond.

Action against malnutrition is needed more than ever. An additional US$10.3 billion a year is required from national and international public resources to successfully attack undernutrition worldwide. This would benefit more than 360 million children in the 36 countries with the highest burden of undernutrition home to 90 percent of the stunted children globally. Since early childhood offers a special window of opportunity to improve nutrition, the bulk of the investment needs to be targeted between pre-pregnancy until two years of age. 'Scaling Up Nutrition: What Will It Cost?' notes that investment will yield high returns through thriving children, healthier families, and more productive workers. At the heart of the 2030 Agenda was a promise to prioritize two objectives: to eradicate poverty and end hunger and malnutrition in all their forms. While global hunger, measured by the prevalence of undernourishment, had been on the decline, the absolute number of hungry people remained very high. In response, heads of states at the G7 Summit in Elmau in 2015 committed to lift 500 million people out of hunger and malnutrition by 2030 as part of a broader effort undertaken with partner countries to support the 2030 Agenda for Sustainable Development, i.e. Sustainable Development Goal (SDG 2) to end hunger and malnutrition by 2030. Nevertheless, the number of undernourished people in the world kept rising, from 653 million people in 2015 to 690 million people in 2019, highlighting the challenge of achieving the goal of Zero Hunger and malnutrition by 2030. This study reviews the food security situation and change therein in light of recent developments, including COVID-19. It also analyses to which extent G7 countries responded to the challenge and their commitment in terms of development assistance and outlines promising investment opportunities to meet the 2030 targets.




Countdown to 2023: WHO report on global trans fat elimination 2021

The annual progress report monitors global progress towards the 2023 target for global elimination of industrially produced trans-fatty acids (TFA), highlighting achievements from the past year; and discusses challenges and opportunities for future action. This is the third progress report that WHO is publishing following the first and second reports which were published in 2019 and 2020. In 2018, WHO called for the global elimination of industrially produced TFA by 2023. Since then, countries are responding to this call to action, building global momentum around TFA elimination.

The Politics of Evaluation in International Organizations

Evaluation has become a key tool in assessing the performance of international organizations, in fostering learning, and in demonstrating accountability. Within the United Nations (UN) system, thousands of evaluators and consultants produce hundreds of evaluation reports worth millions of dollars every year. But does evaluation really deliver on its promise of objective evidence and functional use? By unravelling the internal machinery of evaluation systems in international organizations, this book challenges the conventional understanding of evaluation as a value-free activity. Vytautas Jankauskas and Steffen Eckhard show how a seemingly neutral technocratic tool can serve as an instrument for power in global governance; they demonstrate and explain how deeply politics are entrenched in the interests of evaluation stakeholders, in the control and design of IO evaluation systems, and to a lesser extent also in the content of evaluation reports. The analysis draws on 120 research interviews with evaluators, member state representatives, and IO secretariat officials as well as on textual analysis of over 200 evaluation reports. The investigation covers 21 UN system organizations, including detailed case studies of the ILO, IMF, UNDP, UN WOMEN, IOM, UNHCR, FAO, WHO, and UNESCO. Shedding light on the (in-)effectiveness of evidence-based policymaking, the authors propose possible ways of better reconciling the observed evaluation politics with the need to gather reliable evidence that is used to improve the functioning of the United Nations. The answer to evaluation politics is not to abandon evaluation or isolate it from the stakeholders but to acknowledge surrounding political interests and design evaluation systems accordingly.




From Mines and Wells to Well-Built Minds

Sub-Saharan Africa's natural resource-rich countries have poor human development. Children in these countries are more likely to die before their first birthday, more likely to be stunted, and less likely to attend school than children in other countries with similar income. Despite the current price downturn, extractives will remain an important part of Sub-Saharan Africa's growth story—using resource rents wisely remains a long term challenge. Governments must choose how to allocate resource rents between spending, investing in human or physical capital, or investing in global financial assets. The return to investing in physical and human capital will be high in countries where the capital stock is low. Moreover, higher levels of human capital make investments in physical capital more productive, which suggests that the optimal portfolio will involve investing in both. Human capital should be prioritized in many of Sub-Saharan Africa’s resource-rich countries because of the low starting point. Investing effectively in human capital is hard because it involves delivering services, which means coordinating a large number of actors and activities. Three dimensions of governance are key: institutions, incentives and information. Decentralization and leveraging the private sector are entry points to reforming institutional structures. Revenues from natural resources can fund financial incentives to strengthen performance or demand. Producing information, making it available, and increasing social accountability helps citizens understand their rights and hold governments and providers accountable. Improving the quality of education and health services is central to improving human capital. Two additional areas are promising. First, early child development—mother and newborn health, and early child nutrition, care, and education—improves outcomes in childhood and later on. Second, cash transfers—either conditional or unconditional—reduce poverty, increase household investments in child education, nutrition, and health, and increase the investment in productive assets which foster further income generation.
