Notwithstanding the fact that among the parliaments of the world, 38 per cent have Second Chambers (67 out of 179), Second Chambers themselves have only rarely been the focus of attention from politicians and have almost totally been ignored by academics. This work sets about examining them.

The theory of comparative federalism asserts that federations require a second chamber for the representation of regional interests in central law-making. Yet there has been little systematic analysis of the contribution of second chambers in parliamentary federations to this task. The main purpose of this book is to demonstrate to what extent the two strongest parliamentary second chambers, the Australian Senate and the German Bundesrat are linked to the federal structures in which they are embedded. The study analyzes the contribution of the members of these second chambers in advancing interests that are linked to the regional constituents whom they represent or to the collective fiscal or administrative interests of a regional government with whom they are associated. The analysis underscores the largely 'executive' character of intergovernmental relations in parliamentary federations, a feature that corresponds with the composition of the German Bundesrat, but not of the Australian Senate. In the concluding chapter some preliminary observations are made as to whether our findings also generate interesting insights for the larger group of parliamentary second chambers in federal or quasi-federal states, such as the Belgian, Spanish and Canadian Senates, the UK House of Lords and the Indian Raiya Sabha.

What Chambers Can Teach Us Whittaker Chambers is rightly remembered for his pivotal role in the electrifying Alger Hiss spy case. But as Richard Reinsch reminds us in this volume of the acclaimed Library of Modern Thinkers series, Chambers was more than just a government informant; he was a profoundly important thinker who grappled with the nature of modern man's predicaments. Whittaker Chambers: The Spirit of a Counterrevolutionary shows that Chambers's thought posed—and still poses—a challenge to American conservatism and its typical focus on markets and small government. In his journalism, essays, personal correspondence with the likes of William F. Buckley Jr., and landmark autobiographical tome Witness, Chambers engaged more broadly, analyzing the fundamental question of who man is and the classical and spiritual foundations of civilization. Defying conventional thinking, Reinsch argues that the former Communist spy may have been more right than wrong when he predicted that the West would lose the Cold War. While the Soviets' Communist system did of course collapse, the spiritual and philosophical sickness that Chambers identified, Reinsch suggests, has not been cured.

The successor to the legendary activist Saul Alinsky, Edward T. Chambers pioneered a set of principles and practices that have guided community organizations throughout the US and the world. Roots for Radicals remains his definitive reflection on these fundamental principles of community activism: how, as public citizens, we can navigate the gap between the world as it is and as it should be, between self-interest and self-sacrifice and in doing so create lasting change for our communities. In the face of the increasingly turbulent politics of the 21st-century, Chambers's book has never been more relevant.

"The Queer Politics of Television" is a radical book, which brings together the fields of political theory and television studies. In one of the first books to do so, Samuel A. Chambers exposes and explores the cultural politics of television by treating television shows - including "Six Feet Under", "Buffy the Vampire Slayer", "Desperate Housewives", "The L Word", and "Big Love" - as serious, important texts and reading them in detail through the lens of queer theory. Chambers makes the case for the profound significance of 'the cultural politics of television': the way in which the text of a television show itself engages with the politics of its day. He argues for queer theory's essential contribution to any understanding of the political, and initiates a larger project of queer television studies, treading the same path as queer film studies. This book makes an important and fresh contribution to queer theory and to the understanding of television as politics.
