For almost three decades after World War II, even as national policies promoted suburban sprawl, the federal government underwrote renewal efforts for cities that had suffered during the Great Depression and the war and were now bleeding residents into the suburbs. In Saving America’s Cities, the prizewinning historian Lizabeth Cohen follows the career of Edward J. Logue, whose shifting approach to the urban crisis tracked the changing balance between government-funded public programs and private interests that would culminate in the neoliberal rush to privatize efforts to solve entrenched social problems. A Yale-trained lawyer, rival of Robert Moses, and sometime critic of Jane Jacobs, Logue saw renewing cities as an extension of the liberal New Deal. He worked to revive a declining New Haven, became the architect of the “New Boston” of the 1960s, and, later, led New York State’s Urban Development Corporation, which built entire new towns, including Roosevelt Island in New York City. Logue’s era of urban renewal has a complicated legacy: Neighborhoods were demolished and residents dislocated, but there were also genuine successes and progressive goals. Saving America’s Cities is a dramatic story of heartbreak and destruction but also of human idealism and resourcefulness, opening up possibilities for our own time.

Often problematically labeled as “Brutalist” architecture, the concrete buildings that transformed Boston during 1960s and 1970s were conceived with progressive-minded intentions by some of the world’s most influential designers, including Marcel Breuer, Le Corbusier, I. M. Pei, Henry Cobb, Araldo Cossutta, Gerhard Kallmann and Michael McKinnell, Paul Rudolph, Josep Lluís Sert, and The Architects Collaborative. As a worldwide phenomenon, building with concrete represents one of the major architectural movements of the postwar years, but in Boston it was deployed in more numerous and diverse civic, cultural, and academic projects than in any other major U.S. city. After decades of stagnation and corrupt leadership, public investment in Boston in the 1960s catalyzed enormous growth, resulting in a generation of bold buildings that shared a vocabulary of concrete modernism. The period from the 1960 arrival of Edward J. Logue as the powerful and often controversial director of the Boston Redevelopment Authority to the reopening of Quincy Market in 1976 saw Boston as an urban laboratory for the exploration of concrete’s structural and sculptural qualities. A People's History of the New Boston

Although Boston today is a vibrant and thriving city, it was anything but that in the years following World War II. By 1950 it had lost a quarter of its tax base over the previous twenty-five years, and during the 1950s it would lose residents faster than any other major city in the country. Credit for the city's turnaround since that time is often given to a select group of people, all of them men, all of them white, and most of them well off. In fact, a large group of community activists, many of them women, people of color, and not very well off, were also responsible for creating the Boston so many enjoy today. This book provides a grassroots perspective on the tumultuous 1960s and 1970s, when residents of the city's neighborhoods engaged in an era of activism and protest unprecedented in Boston since the American Revolution. Using interviews with many of those activists, contemporary news accounts, and historical sources, Jim Vrabel describes the demonstrations, sit-ins, picket lines, boycotts, and contentious negotiations through which residents exerted their influence on the city that was being rebuilt around them. He includes case histories of the fights against urban renewal, highway construction, and airport expansion; for civil rights, school desegregation, and welfare reform; and over Vietnam and busing. He also profiles a diverse group of activists from all over the city, including Ruth Batson, Anna DeFronzo, Moe Gillen, Mel King, Henry Lee, and Paula Oyola. Vrabel tallies the wins and losses of these neighborhood Davids as they took on the Goliaths of the time, including Boston's mayors. He shows how much of the legacy of that activism remains in Boston today.

America is in the midst of a rental housing affordability crisis. More than a quarter of those that rent their homes spend more than half of their income for housing, even as city leaders across the United States have been busily dismantling the nation's urban public housing projects. In After the Projects, Lawrence Vale investigates the deeply-rooted spatial politics of public housing development and redevelopment at a time when lower-income Americans face a desperate struggle to find affordable rental housing in many cities. Drawing on more than 200 interviews with public housing residents, real estate developers, and community leaders, Vale analyzes the different ways in which four major American cities implemented the federal government's HOPE VI program for public housing transformation, while also providing a national picture of this program. Some cities attempted to minimize the presence of the poorest residents in their new mixed-income communities, but other cities tried to serve as many low-income households as possible. Through examining the social, political, and economic forces that underlie housing displacement, Vale develops the novel concept of governance constellations. He shows how the stars align differently in each city, depending on community pressures that have evolved in response to each city's past struggles with urban renewal. This allows disparate key players to gain prominence when implementing HOPE VI redevelopment. A much-needed comparative approach to the existing research on public housing, After the Projects shines a light on the broad variety of attitudes towards public housing redevelopment in American cities and identifies ways to achieve more equitable processes and outcomes for low-income Americans.
