Interventions on behalf of Armenia and Armenians have come to be identified by scholars and practitioners alike as defining moments in the history of humanitarianism. This volume reassesses these claims, critically examining a range of interventions by governments, international and diasporic organizations, and individuals that aimed to ‘save Armenians’. Drawing on perspectives from a range of disciplines, the chapters trace the evolution of these interventions from the late-nineteenth to the present day, paying particular attention to the aftermaths of the genocide and the upheavals of the post-Soviet period. Geographically, the contributions connect diverse spaces and places – the Caucasus, Russia, the Middle East, Europe, North America, South America, and Australia – revealing shifting transnational networks of aid and intervention. These chapters are followed by reflections from leading scholars in the fields of refugee history and Armenian history, Peter Gatrell and Ronald Grigor Suny. Aid to Armenia not only offers an innovative exploration into the history of Armenia and Armenians and the history of humanitarianism, but it provides a platform for practitioners to think critically about contemporary humanitarian questions facing Armenia, the South Caucasus region and the wider Armenian diaspora.




Advancing the Digital Transformation of Armenian Businesses

Armenia's ICT sector has experienced remarkable growth, expanding by 20% in 2022, underscoring the country's commitment to digital transformation as a policy priority. Despite these efforts and trends, SMEs continues to face significant obstacles in their digital transformation, including lack of awareness, low digital skills levels, and financial constraints. This Fiscal Transparency Evaluation report highlights that Uzbekistan is embarking on a comprehensive reform program to strengthen public financial management and fiscal transparency. Wide-ranging reforms to improve the coverage, reliability, quality, and accessibility of fiscal reports are being developed and implemented, and some good progress already made. This assessment of fiscal transparency practices has been undertaken to support the government’s efforts to increase transparency by identifying priority areas for reform. An evaluation of practices against the IMF’s Fiscal Transparency Code (the Code) finds that tangible gains have been made over 2017 and 2018. In several areas where Uzbekistan’s practices do not currently meet the basic standard required under the Code, quick progress can be made. The report also provides a more detailed evaluation of Uzbekistan’s fiscal transparency practices and recommended reform priorities. Strengthening legislative oversight of the state budget with a view to reducing the extent to which in-year changes can be made to aggregate expenditures without prior parliamentary approval.




Armenia’s Velvet Revolution

In April 2018, Armenia experienced a remarkable popular uprising leading to the resignation of Prime Minister Serzh Sargsyan and his replacement by protest leader Nikol Pashinyan. Evoking Czechoslovakia's similarly peaceful overthrow of communism 30 years previously, the uprising came to be known as Armenia's 'Velvet Revolution': a broad-based movement calling for clean government, democracy and economic reform. Science and Technology in Armenia

An NRC ad hoc committee analyzed the current status and future development potential of Armenia's science and technology base, including human and infrastructural resources and research and educational capabilities. The committee identified those fields and institutions offering promising opportunities for contributing to economic and social development, and particularly institutions having unique and important capabilities, worthy of support from international financial institutions, private investment sources, and the Armenian and U.S. governments. The scope of the study included both pure and applied research as well as education in science-related fields. The committee's report addresses the existing capacity of state and private research institutions, higher education capabilities and trends, scientific funding sources, innovative investment models, relevant success stories, factors hindering development of the science sector, potential domestic Armenian customers for scientific results and products, and opportunities for regional scientific collaboration.
