"This report identifies the current state of the practice regarding fleet replacement management and financing methods by departments of transportation (DOTs). A primary objective of this study is to identify methods currently used to manage asset replacement, including the financing of replacement expenditures. The report also provides a discussion of the perceived strengths and weaknesses of different management and financing methods. Information used in this study was acquired through a review of the literature and a survey of DOT representatives in all states. Paul T. Lauria, Mercury Associates, Inc. and Donald T. Lauria, University of North Carolina at Chapel Hill, collected and synthesized the information and wrote the report. The members of the topic panel are acknowledged on the preceding page. Very little technical help is available to small agencies that are responsible for managing these roads. Gravel road maintenance has traditionally been "more of an art than a science" and very few formal standards exist. This manual contains guidelines to help answer the questions that arise concerning gravel road maintenance such as: What is enough surface crown? What is too much? What causes corrugation? The information is as nontechnical as possible without sacrificing clear guidelines and instructions on how to do the job right.

Improving Motor Carrier Safety Measurement


Book Description

Every year roughly 100,000 fatal and injury crashes occur in the United States involving large trucks and buses. The Federal Motor Carrier Safety Administration (FMCSA) in the U.S. Department of Transportation works to reduce crashes, injuries, and fatalities involving large trucks and buses. FMCSA uses information that is collected on the frequency of approximately 900 different violations of safety regulations discovered during (mainly) roadside inspections to assess motor carriers' compliance with Federal Motor Carrier Safety Regulations, as well as to evaluate their compliance in comparison with their peers. Through use of this information, FMCSA's Safety Measurement System (SMS) identifies carriers to receive its available interventions in order to reduce the risk of crashes across all carriers. Improving Motor Carrier Safety Measurement examines the effectiveness of the use of the percentile ranks produced by SMS for identifying high-risk carriers, and if not, what alternatives might be preferred. In addition, this report evaluates the accuracy and sufficiency of the data used by SMS, to assess whether other approaches to identifying unsafe carriers would identify high-risk carriers more effectively, and to reflect on how members of the public use the SMS and what effect making the SMS information public has had on reducing crashes.




Best Management Practices for Environmental Issues Related to Highway and Street Maintenance

This synthesis report will be of interest to state, local, and federal agency environmental and maintenance administrators, directors, supervisors, engineers, and scientists. It describes current best management practices (BMPs) for environmental issues related to road and street maintenance. The synthesis documents relevant background and recent information with regard to management practices that can help protect, preserve, or enhance the environment while at the same time allow road maintenance organizations to carry out their fundamental mission of maintenance and repair in a cost-effective manner. Information for the synthesis was collected by surveying U.S. and Canadian state and local transportation agencies and by conducting a literature search using domestic sources. This report of the Transportation Research Board describes BMPs consisting of broad management approaches applicable to the entire maintenance program or to more than one program area. In addition, BMPs for specific maintenance activities or groups of maintenance activities are included. Finally, BMPs concerning specific environmental issues are discussed.
