California's earthquake risk reduction program, described in California at Risk: Reducing Earthquake Hazards 1992-1996, is developed by the Seismic Safety Commission as required by the California Earthquake Hazards Reduction Act (Government Code Chapter 12, Section 8870 et seq.), passed in 1985. The act calls for a series of five-year programs that specify priorities, funding sources and amounts, schedules, and other resources needed. This document is a progress report on the initiatives - actions that must be taken to reach the act's goal of significantly improving California's earthquake safety - of the second five-year program.
