Within the last twenty years a large-scale bottom-up privatization has taken place in Vietnam, changing and dismantling the public health care system. This process has led to severe tensions inherent in the transitional society of Vietnam between equity and access to health care support - especially for the poor, elderly, migrants, and ethnic minorities - on the one hand, and its efficiency on the other hand. The book traces the reform efforts to modernize the health care system by the Communist Party of Vietnam and the Vietnamese government. The author bases her findings on little known primary literature and interviews with key stakeholders of the policy network involved in the reform of the health care system, thereby painting an authentic atmospheric picture of the profound changes in the health care system in Vietnam.

Is the donor community providing effective aid? In February 2003, donors made a firm commitment to improve aid effectiveness at the Rome High Level Forum on Harmonisation. Where do they stand two years later? This report describes the progress achieved to date in implementing the donor community’s commitments. It has been prepared as a contribution to the Paris High Level Forum on Aid Effectiveness (28 February -2 March 2005). To measure aid effectiveness, 14 countries participated in a ground-breaking survey in 2004 that measured aid harmonisation and alignment. Herein lie the results. Generally encouraging, the results show that developing countries and donors are indeed working together to improve co-ordination and aid effectiveness. Increased efforts are needed, however. What will donors and the developing countries need to do to strengthen alignment and harmonisation? This volume provides a snapshot of the state of affairs in 14 developing countries and highlights a number of suggestions for carrying the Rome Agenda forward.

This edition analyses how trade can contribute to economic diversification and empowerment, with a focus on eliminating extreme poverty, particularly through the effective participation of women and youth. It shows how aid for trade can contribute to that objective by addressing supply-side capacity and trade-related infrastructure constraints, including for micro-, small- and medium-sized enterprises notably in rural areas.

Food systems around the world face a triple challenge: providing food security and nutrition for a growing global population; supporting livelihoods for those working along the food supply chain; and contributing to environmental sustainability. Better policies hold tremendous promise for making progress in these domains.

A growing number of governments are working to improve their performance by creating systems to measure and help them understand their performance. These systems for monitoring and evaluation (M & E) are used to measure the quantity, quality, and targeting of the goods and services--the outputs--that the state provides and to measure the outcomes and impacts resulting from these outputs. These systems are also a vehicle to facilitate understanding of the causes of good and poor performance.

This Investment Policy Review examines Nigerias investment policies in light of the OECD Policy Framework for Investment (PFI), a tool to mobilize investment in support of economic growth and sustainable development. It provides an assessment and policy recommendations on different areas of the PFI: investment policy; investment promotion and facilitation; trade policy; infrastructure investment; competition; corporate governance and financial sector development. It also includes a special chapter analyzing the PFI in Lagos State. The Review follows on the request addressed by the Minister of Industry, Trade and Investment of Nigeria to the OECD Secretary-General in December 2011. It has been prepared in close co-operation with the Federal Government of Nigeria and Lagos State Government.
