Increasing returns to schooling and rising inequality are well documented for industrial countries and for some developing countries. The growing demand for skills is associated with recent technological developments. The authors argue that computers in the workplace represent one manifestation of these changes. Research in the United States and industrial countries documents a premium for computer use. But there is recent evidence suggesting that computer skills by themselves do not command a wage premium. The authors review the literature and use data from a survey of higher education graduates in Vietnam. The results support the unobserved heterogeneity explanation for computer wage premiums. They suggest that computers may make the productive workers even more productive. However, given the scarcity of computers in low-income countries, an operational strategy of increasing computer availability and skills would seem to offer considerable hope for increasing the incomes of the poor.




Relational Inequalities

Relational Inequalities develops a general sociological and organizational analysis of inequality, exploring the processes that generate inequalities in access to respect, resources, and rewards. Technology is constantly changing our world, leading to more efficient production. In the past, technological advancements dramatically increased wages, but during the last three decades, the median wage has remained stagnant. Many of today's machines have taken over the work of humans, destroying old jobs while increasing profits for business owners and raising the possibility of ever-widening economic inequality. Author James Bessen argues that avoiding this fate will require unique policies to develop the knowledge and skills necessary to implement the rapidly evolving technologies. At present this technical knowledge is mostly unstandardized and difficult to acquire, learned through job experience rather than in classrooms. Nor do current labor markets generally provide strong incentives for learning on the job. The Race between Education and Technology

This book provides a careful historical analysis of the co-evolution of educational attainment and the wage structure in the United States through the twentieth century. The authors propose that the twentieth century was not only the American Century but also the Human Capital Century. That is, the American educational system is what made America the richest nation in the world. Its educational system had always been less elite than that of most European nations. By 1900 the U.S. had begun to educate its masses at the secondary level, not just in the primary schools that had remarkable success in the nineteenth century. The book argues that technological change, education, and inequality have been involved in a kind of race. During the first eight decades of the twentieth century, the increase of educated workers was higher than the demand for them. This had the effect of boosting income for most people and lowering inequality. However, the reverse has been true since about 1980. This educational slowdown was accompanied by rising inequality. The authors discuss the complex reasons for this, and what might be done to ameliorate it.




Productivity Machines

How productivity culture and technology became emblematic of the American economic system in pre- and postwar Germany. The concept of productivity originated in a statistical measure of output per worker or per work-hour, calculated by the US Bureau of Labor Statistics. A broader productivity culture emerged in 1920s America, as Henry Ford and others linked methods of mass production and consumption to high wages and low prices. These ideas were studied eagerly by a Germany in search of economic recovery after World War I, and, decades later, the Marshall Plan promoted productivity in its efforts to help post–World War II Europe rebuild. In Productivity Machines, Corinna Schlombs examines the transatlantic history of productivity technology and culture in the two decades before and after World War II. She argues for the interpretive flexibility of productivity: different groups viewed productivity differently at different times. Although it began as an objective measure, productivity came to be emblematic of the American economic system; post-World War II West Germany, however, adapted these ideas to its own political and economic values. Schlombs explains that West German unionists cast a doubtful eye on productivity's embrace of plant-level collective bargaining; unions fought for codetermination—the right to participate in corporate decisions. After describing German responses to US productivity, Schlombs offers an in-depth look at labor relations in one American company in Germany—that icon of corporate America, IBM. Finally, Schlombs considers the emergence of computer technology—seen by some as a new symbol of productivity but by others as the means to automate workers out of their jobs.
