In order to give an up t-o -date, co ordinated and logical story of the entire subject, we deemed it essential to submit, in addition, a brief statement of the facts and disclosures previously recorded regarding the conditions of the aged in Pennsylvania as well as a summary of the conclusions reached, by the various Commissions which have studied the bewildering system of our poor laws.
