This report assesses domestic political support for internationalist foreign policy by analyzing the motivations of members of Congress on key foreign policy issues. It includes case studies on major foreign policy debates in recent years, including the use of force, foreign aid, trade policy and U.S.-Russia relations. It also develops a new series of archetypes for describing the foreign policy worldviews of members of the 115th Congress to replace the current stale and unsophisticated labels of internationalist, isolationist, hawk and dove. Report findings emphasize areas of bipartisan cooperation on foreign policy issues given member ideologies.

Global change involves complex and far-reaching variations in the Earth’s systems, and satellite observations have been widely used in global change studies. Over the past five decades, Earth observation has developed into a comprehensive system that can conduct dynamic monitoring of the land, the oceans and the atmosphere at the local, regional and even global scale. At the same time, although a large number of Earth observation satellites have been launched, very few of them are used in global change studies. The lack of scientific satellite programs greatly hinders research on global change. This book proposes using a series of global change scientific satellites to establish a scientific observation grid for global environmental change monitoring from space, and offers the first comprehensive review of lunar-based Earth observation. These scientific satellites could provide not only basic datasets but also scientific support in facilitating advances in international global change research.

Intelligence services form an important but controversial part of the modern state. Drawing mainly on British and American examples, this book provides an analytic framework for understanding the 'intelligence community' and assessing its value. The author, a former senior British intelligence officer, describes intelligence activities, the purposes which the system serves, and the causes and effects of its secrecy. He considers 'intelligence failure' and how organisation and management can improve the chances of success. Using parallels with the information society and the current search for efficiency in public administration as a whole, the book explores the issues involved in deciding how much intelligence is needed and discusses the kinds of management necessary. In his conclusions Michael Herman discusses intelligence's national value in the post-Cold War world. He also argues that it has important contributions to make to international security, but that its threat-inducing activities should be kept in check.

This is a print on demand edition of a hard to find publication. The original Nat. Southwest Border Counter-Narcotics Strategy (2007) focused primarily on what the entities of the U.S. Fed. Gov¿t. could do to prevent the illegal trafficking of drugs across the border with Mexico. As the cartels battle the Mexican Gov¿t. and one another, we have seen significant disruptions in the availability of such drugs as cocaine and meth in U.S. markets. The new Strategy recognizes the role that the outbound flow of illegal cash and weapons plays in sustaining the cartels and addresses this threat. Contents: Intelligence and Info. Sharing; At the Ports of Entry; Between the Ports of Entry; Air and Marine; Investigations and Prosecutions; Money; Weapons; Technology; Cooperation with Mexico; Tunnel Strategy; Resources. Illus.

When federal agencies and programs lack funding after the expiration of full-year or interim appropriations, the agencies and programs experience a funding gap. If funding does not resume in time to continue government operations, then, under the Antideficiency Act, an agency must cease operations, except in certain situations when law authorizes continued activity. The criteria that flow from the Antideficiency Act for determining which activities are affected are complex.
