A more effective means of allocating scarce resources to organizations supported by public funds is necessary. One management tool which has been employed for such purposes is a planning-programming-budgeting system (PPBS). The problem in this exploratory research is to determine what relationships exist between budgeting incrementally and budgeting under the PPBS concept in the case of a particular university student health service.
