Managing Money and Discord in the UN

How do international organizations in the United Nations system put together their budgets? What is the role of complex principals - most notably member states - and the complex agents in the bureaucracies of international organizations in budgeting processes? And what does a focus on budgeting tell us about the changing nature of the system of international organizations? This book provides answers to these questions through a detailed examination of budgeting in the UN system. The analysis draws on both quantitative and qualitative observations for a total of 22 UN system organizations and detailed case studies for the United Nations, ILO, UNESCO, and WHO. The findings demonstrate the importance of three key organizational outcomes— proceduralization, routinization, and budgetary segmentation - as international organizations grapple with managing discord over priorities as a result of complex principal— agent constellations. Contrary to a common view of international bureaucracies as pathological organizations, core budget routines are mostly successfully maintained. However, principal constellations become more complex, notably through the rise of voluntary contributions and non-state donors; budgetary segmentation advances, in some cases even leading to the setting up of new international organizations; and budgeting and resource mobilization become ever more intertwined. As a consequence, the capacity of international bureaucracies to fulfil their budgeting responsibilities is stretched to the limits and beyond. Examining trade policy reviews throughout the lifetime of the TPRM, this book details its evolution from Article X of the General Agreement on Tariffs and Trade to the proposed modifications resulting from the mechanism's latest appraisal, examining the budgetary capabilities and technical performance of all the main entities who participate in the reviews. On the basis of these considerations, the author concludes that in order to remain relevant, especially in times of increased global protectionism, the TPRM could, and should do better, and provides unique and timely suggestions for reform.




The Multiannual Financial Framework 2014-2020

The EU's next Multiannual Financial Framework (MFF) will run from 2014 to 2020 and will dictate much of what the EU does until the end of this decade. The Government oppose any increase in real terms, and this position has dominated their response to the Commission's proposals. This report considers the Commission's detailed proposals for this seven year budget in the context of the euro area crisis and uncertain growth figures for the start of the next MFF. It aims to take each of the key proposals on its own merit and makes recommendations for both budgetary restraint and budgetary increases where these are justified. The Committee are broadly supportive of the Commission's proposed budget and reforms for cohesion funding, including the Common Strategic Framework, which forms part of the Commission's simplification agenda. However they remain opposed to the proposal to introduce macroeconomic conditionality; withdrawing funds from an ailing economy only risks making matters worse.




The Future of the International Labour Organization in the Global Economy

The International Labour Organization was created in 1919, as part of the Treaty of Versailles that ended the First World War, to reflect the belief that universal and lasting peace can be accomplished only if it is based on social justice. As the oldest organisation in the UN system, approaching its 100th anniversary in 2019, the ILO faces unprecedented strains and challenges. Since before the financial crisis, the global economy has tested the limits of a regulatory regime which was conceived in 1919. The organisation's founders only entrusted it with balancing social progress with the constraints of an interconnected open economy, but gambled almost entirely on tools of persuasion to ensure that this would happen. Whether that gamble is still capable of paying-off is the subject of this book, by a former ILO insider with an unrivalled knowledge of its work. The book forms part of a broader inquiry into the relevance of founding institutional principles to today's context, and strives to show that the bet made on persuasion may yet pay off. In part, the text argues that there may be little alternative anyway, showing that the pathways to more binding solutions are fraught with difficulty. It also shows the ILO's considerable future potential for promoting effective, universal regulations by extending its tools of persuasion in as yet insufficiently explored directions. Starting with an examination of how the organisation's institutional context differs from 93 years ago, the author goes on to evaluate the prospects of numerous proposals put forward today, including the trade/labour linkage, but going beyond this. The Working World of International Organizations

International organizations (IOs) matter. This book uncovers the regular working world of IOs, examining whether, to what extent, and how these 'global governing bodies' can act independently of the will of states. This book explores this issue by asking who or what shapes their decisions; how and when decisions are made; how players interact within an IO; and how the interactions vary across IOs. The Working World of International Organizations examines three working groups in the higher echelons of IOs - state representatives, as proxy of states, serving in the Executive Boards or General Councils, chief officers of IOs, and the staff of the permanent secretariat. The book demonstrates that none of them are unified; in each there are contested ideas about strategy and appropriate projects, and analyses their interactions to explain who is able to shape or influence decisions. Six representative IOs are studied to identify the relevant critical determinants that shape the behaviour of players. The volume explores how these players have an impact over three dilemmas that are common to all IOs: priority and agenda setting, financing, and the centralization or decentralization of operations.
