This book explores the changing nature of growing-up working-class in post-Soviet Russia, a country dislocated by the experience of neo-liberal economic reform. Based on extensive ethnographic research in a provincial Russian region, it follows the experiences of vocational education graduates whose colleges continue to channel them into the ailing industrial and agricultural sectors. Rather than settling for transitions into ‘poor work’, the book shows how these young men and women develop a range of strategies aimed at overcoming the poverty of opportunity available to them in traditional enterprises, pursuing instead emerging opportunities in higher education, jobs in the new service sector and the prospect of migration. Drawing on a range of theoretical perspectives, Charles Walker analyses these strategies and their significance for wider processes of social change and social stratification in post-Soviet Russia.

Youth Unemployment, Labor Market Transitions, and Scarring

Relatively little is known about youth unemployment and its lasting consequences in transition economies, despite the difficult labor market adjustment experienced by these countries over the past decade. The authors examine early unemployment spells and their longer-term effects among the youth in Bosnia and Herzegovina (BiH), where the labor market transition is made more difficult by the challenges of a post-conflict environment. They use panel data covering up to 4,800 working-age individuals over the 2001 to 2004 period. There are three main findings from their analysis. First, youth unemployment is high-about twice the national average-consistent with recent findings from the BiH labor market study. Younger workers are more likely to go into inactivity or unemployment and are also less likely to transition out of inactivity, holding other things constant. Second, initial spells of unemployment or joblessness appear to have lasting adverse effects on earnings and employment ("scarring"). But there is no evidence that the youth are at a greater risk of scarring, or suffer disproportionately worse outcomes from initial joblessness, compared with other age groups. Third, higher educational attainment is generally associated with more favorable labor market outcomes. Skilled workers are less likely to be jobless and are less likely to transition from employment into joblessness. But there is evidence that the penalty from jobless spells may also be higher for more educated workers. The authors speculate that this may be due in part to signaling or stigma, consistent with previous findings in the literature.

Determinants of Individual Unemployment Duration in a Transition Economy


Book Description

This study analyzes which factors affect the probability of exiting to employment and, hence, the duration of unemployment spells in a transition economy (Poland). The first empirical essay tests the key predictions from job search theory about the relationship between the duration of an unemployment spell and the reservation wage. We applied a quasi-structural model, and our results indicate that the relationships predicted by optimal job search theory are certainly present in the Polish data: reservation wages directly affect durations of unemployment but seem to decline over time. In the next essay we analyze the impact of unemployment benefits and other factors on the probability of exiting to employment with hazard models. All results indicate that some features of the Polish unemployment benefit system effective in 1994--1997 discouraged exits from unemployment status. The estimated overall effect of unemployment benefits on the probability of exiting to a job is negative, and the hazard rate to employment increases dramatically as the benefit expiration moment approaches. At the same time, restrictions imposed on the level of additional income of benefit recipients seemed to prevent this disincentive effect from being stronger. The final essay presents a new direction of economic research in transition economics, namely the influence of the ownership status on labor market flows. We investigate how a rapidly growing private sector in Poland affects labor market dynamics and, in particular, unemployment. The analyses of labor market flows indicate the existence of a moderate mobility, however, after disaggregating the flows, it becomes clear that private sector employees exhibit greater labor market mobility thin their public sector counterparts. Thus, the newly emerging and growing private sector will make the Polish labor market more dynamic and fluid.




Varieties of Economic Inequality

Recently, the issue of inequality has regained attention in economic and political debates. Although this interest is welcome, the debate is still mostly focused on income or wealth distribution, which is an important aspect but does not present a complete view of inequality. Most of the theoretical and empirical studies produced by economists concern personal income distribution or factor income distribution. This is more evident in the studies of the evolution and characteristics of contemporary capitalism and globalization. Varieties of Economic Inequality considers both theoretical perspectives and empirical evidence of aspects such as income, gender, race, technology, power, region, education and class. Ultimately, this text rejects the idea of supposed long run constant factor shares, the positive effects of inequality and the greater importance of absolute level of income compared to its unequal distribution, and instead reveals the structural inequalities that exist within societies. This book advocates a move away from the focusing on inequality at the level of the individual and suggests policy for eradicating these various forms of inequality. It is suitable for those who study political economy, social inequality as well as economic theory and philosophy.
