One of the intriguing questions of the post-Cold War era has been whether the EU will play a major global role in world politics as non-traditional threats and challenges came to the forefront. Launching new policies such as the Common Foreign and Security Policy, the European Security and Defence Policy and the European Neighborhood Policy (ENP) have been considered important steps in the EU's evolution as a regional and possibly global actor. Neighborhood Challenge analyzes critical aspects of the European Union's relations with its neighbours, by extending its analysis beyond the ENP. The contributions analyze challenges and prospects posed by countries neighboring the EU and the effectiveness of EU policy in dealing with these agendas. Secondly, many of the contributions were written by experts living in countries which neighbor the EU. This edited volume brings together some of the most important scholarly perspectives – in the form of both journal article reprints and original contributions – on the structure and dynamics of the EU’s multi-layered relations with its Eastern neighbours within the Eastern Partnership (EaP) framework and beyond. In May 2019, the EU’s EaP – an ambitious and sophisticated policy framework, conjoining elements of cooperation and integration, with the EU’s six eastern neighbours, i.e. Ukraine, Belarus, Moldova, Georgia, Armenia and Azerbaijan – turned ten years. This anniversary, in conjunction with repeatedly voiced critique by scholars and policy-makers alike regarding the framework’s effectiveness and utility, led the EU to submit the EaP to a fundamental auditing and revision. Europe's Unrecognised Neighbours

The EU can do little to achieve its policy objectives in its Eastern neighborhood without facing the issue of secessionist conflicts. This paper deals with EU policy towards Georgia and the secessionist regions of Abkhazia and South Ossetia. It discusses the reasons for and constraints on EU policies, their effects and perception in the secessionist entities. The paper concludes with recommendations on how the EU can contribute to conflict resolution in Georgia through a greater inclusion of the conflict regions into the European Neighborhood Policy.

The EU and Russia in Their 'Contested Neighbourhood'

The literature on the European Union influence’s in its Eastern neighbourhood has tended to focus on EU-level policies and prioritize EU-related variables. This book seeks to overcome this EU-centric approach by connecting EU policy transfer to the domestic and regional environment in which it unfolds. It looks at the way in which the EU seeks to influence domestic change in the post-Soviet countries participating in the European Neighbourhood Policy/Eastern Partnership and domestic receptivity to EU policies and templates.
