Regional Visionaries and Metropolitan Boosters

This book is an examination of two conflicting regional planning ideologies and the impact of this conflict on the development of two regional parkways. I hypothesize that regional parkways of the 1920s and 1930s emerged out of these two visions of regional planning - regionalism and metropolitanism. The regional view coalesced around the work of Benton MacKaye, Lewis Mumford, and the Regional Planning Association of America. The metropolitan viewpoint, while less definable, grew out of the market-oriented economic boosterism efforts associated with early twentieth century planning. This view found literal and philosophical support with Thomas Adams and the Regional Plan of New York and Its Environs. In an effort to flesh out the competing theories and the development of the regional parkway, I discuss the history of the Skyline Drive and the proposed Green Mountain Parkway. In addition to supplementing the planning history and theory literature, I try to inform on issues important to the contemporary planning profession. The regional visionaries viewed their regional work as a social reform effort. The metropolitanists wanted to tweak the market so as to provide for a minimized congestion and economic hardship for the greatest number of citizens. Understanding Metropolitan Landscapes

Understanding Metropolitan Landscapes considers and reflects on the fundamental relationships between metropolitan regions and their landscapes. It investigates how planning and policy help to protect, manage and enhance the landscapes that sustain our urban settlements. As global populations become more metropolitan, landscapes evolve to become increasingly dynamic and entropic; and the distinction between urban and non-urban is further fragmented and yet these spaces play an increasingly important role in sustainable development. Designing the Megaregion

The US population is estimated to grow by more than 110 million people by 2050, and much of this growth will take place where cities and their suburbs are expanding to meet the suburbs of neighboring cities, creating continuous urban megaregions. There are now at least a dozen megaregions in the US. If current trends continue unchanged, new construction in these megaregions will put more and more stress on the natural systems that are necessary for our existence, will make highway gridlock and airline delays much worse, and will continue to attract investment away from older areas. However, the megaregion in 2050 is still a prediction. Future economic and population growth could go only to environmentally safe locations. while helping repair landscapes damaged by earlier development. Improved transportation systems could reduce highway and airport congestion. Some new investment could be drawn to by-passed parts of older cities, which are becoming more separate and unequal. In Designing the Megaregion, planning and urban design expert Jonathan Barnett describes how to redesign megaregional growth using mostly private investment, without having to wait for massive government funding or new governmental structures. Barnett explains practical initiatives to make new development fit into its environmental setting, especially important as the climate changes; reorganize transportation systems to pull together all the components of these large urban regions; and redirect the market forces which are making megaregions very unequal places. There is an urgent need to begin designing megaregions, and Barnett shows that the ways to make major improvements are already available.




Four Corridors

The Regional Plan Association has produced four comprehensive regional plans for the New York, New Jersey and Connecticut metropolitan region since its foundation in 1922. This book examines the evolving role of design in the first three plans and presents the design initiatives of the Fourth Regional Plan (2017) in depth. The new plan seeks to shift the focus of regional planning from a traditional center-to-periphery hierarchy to an expanded notion of "corridor" that includes transportation, ecology, access and equity. Funded by the Rockefeller Foundation, this collaborative initiative of the Regional Plan Association, Princeton University, and four innovative design teams produced design proposals for four regional corridors: the Highlands (forest corridor), the Bight (coastal corridor), the Inner Ring (suburban corridor) and the Triboro (city corridor).
