Explores various aspects of chiefly authority in South Sudan from its historical origins and evolution under colonial, postcolonial and military rule, to its current roles and value in the newly independent country. South Sudan became Africa's newest nation in 2011, following decades of armed conflict. Chiefs - or 'traditional authorities' - became a particular focus of attention during the international relief effort and post-war reconstruction and state-building. But 'traditional' authority in South Sudan has been much misunderstood. Institutions of chiefship were created during the colonial period but originated out of a much longer process of dealing with predatory external forces. This book addresses a significant paradox in African studies more widely: if chiefs were the product of colonial states, why have they survived or revived in recent decades? By examining the long-term history ofchiefship in the vicinity of three towns, the book also argues for a new approach to the history of towns in South Sudan. Towns have previously been analysed as the loci of alien state power, yet the book demonstrates that thesegovernment centres formed an expanding urban frontier, on which people actively sought knowledge and resources of the state. Chiefs mediated relations on and across this frontier, and in the process chiefship became central to constituting both the state and local communities. Cherry Leonardi is Senior Lecturer in African History at Durham University, a former course director of the Rift Valley Institute's Sudan course, and a member of the council of the British Institute in Eastern Africa Published in association with the British Institute in Eastern Africa.

This is the first volume of the Biographical Dictionary of South Sudan, an ongoing research project begun in July 2001. As the subtitle of the book, the Notable Firsts, suggests, this volume is primarily concerned with historically significant South Sudanese personalities, deceased and contemporary alike, and their illustrious careers. Luminaries from all walks of life are featured, including politics, traditional leadership, civil service, academia, and sports. This book has several main aims. Its primary aim is historical. It presents biographical profiles or accounts of the entrants and highlights the accomplishments and contributions of entrants in their respective fields of expertise or in the public sphere. But the aim of this study is not only to preset entrants biographies. It is mostly to place the entries in a broader historical perspective. The biographical dictionary, though concerned about personal accounts of entrants, it discusses pivotal events that shaped the history of South Sudan. The biographies are essentially linked to historical events that shaped or influenced the countrys trajectory throughout the period in question. Central to understanding the history of South Sudan is the biographical information of personalities who have taken part in major events or who have assumed important offices in the country.

This Technical Assistance Mission has been undertaken to support the Bank of South Sudan (BSS) in improving external sector statistics (ESS). The recommendations made during the 2018 mission for the recording of oil exports and transactions with Sudan under the Transitional Financial Agreement were implemented by the BSS. The mission worked toward enhancing the inter-agency cooperation by meeting with selected public sector bodies, providing them with an overview of the balance of payments and the data that the BSS will request from them. Before the end of the mission, requested data from one of the entities, the Civil Aviation Authority was provided. A work program was developed to conduct a visitor expenditure survey and a preliminary International Reserves and Foreign Currency Liquidity template was submitted to IMF’s Statistics Department for review. In order to support progress in the various work areas, the mission recommended a detailed one-year action plan, with the several priority recommendations carrying weight to make headway in improving ESS reliability.

Moving beyond the current fixation on "state construction," the interdisciplinary work gathered here explores regulatory authority in South Sudan's borderlands from both contemporary and historical perspectives. Taken together, these studies show how emerging governance practices challenge the bounded categorizations of "state" and "non-state."

South Sudan is one of the world’s most divided and unstable countries. Since achieving statehood in 2011, the country has plunged into civil war (2013-15) and become the scene of some of the worst human rights abuses on the African continent. Despite ongoing political turmoil, states and international institutions have pledged enormous resources to stabilize the country and shore up the current peace process, but have had limited influence in dealing with the effects of rampant corruption and factionalism. The Challenge of Governance in South Sudan examines the factors that continue to haunt peace-building efforts, including the domination of the SPLM/A, factionalization, corruption, human rights atrocities, an ineffective constitution, and the role of international actors. It brings together a diverse set of leading scholars to reflect on these factors and propose ways of promoting peace and stability in South Sudan. In particular, the book asks whether the disparity between domestic priorities/policies and foreign intervention strategies has prevented the peace process from moving forward. The contributors probe this issue by addressing the flaws of past peace agreements, poor governance, a weakly articulated peacekeeping mission, US foreign policy, and a lack of moral accountability. This book is perfect for students, scholars and policy makers with an interest in the challenges faced by the world’s newest country.

Dire and deteriorating humanitarian situation. About two-thirds of South Sudan’s population is experiencing severe food insecurity, the highest level since independence. This is a result of multiple compounding factors, including severe multi-year floods due to climate shocks, inter-communal violence in parts of the country, and the impact of Russia’s war in Ukraine that is contributing to high global food and fuel prices.
