The Urban Poor in Latin America

About half of the region's poor live in cities, and policy makers across Latin America are increasingly interested in policy advice on how to design programmes and policies to tackle poverty. This publication argues that the causes of poverty, the nature of deprivation, and the policy levers to fight poverty are, to a large extent, site specific. It therefore focuses on strategies to assist the urban poor in making the most of the opportunities offered by cities, such as larger labour markets and better services, while helping them cope with the negative aspects, such as higher housing costs, pollution, risk of crime and less social capital.

The research project of which the present study is the end result was initiated in late 1970, while I was affiliated with the Economisch Instituut voor de Bouwnijverheid (Economic Institute for the Construction Indus try), Amsterdam, the Netherlands. This institution, in association with the Urban Development Authority, Kuala Lumpur, Malaysia, also suppor ted fieldwork in Malaysia from early 1973 to spring 1975. This resulted in a report to the Malaysian government (Wegelin, 1975), which forms the basis of the present study. Improvement and extension of the earlier report to mould the study in its present shape has been made possible by the financial support of the Stichting Wetenschappelijk Onderwijs in Econo mische en Sociale Aspecten van Bouwproductie en Bouwnijverheid (Foun dation for University Education in Economic and Social Aspects of Construction), Amsterdam, the Netherlands. The support of the above institutions is gratefully acknowledged. The study owes much to the pioneering work on low-income housing in developing countries bij Charles Abrams and has further been stimul ated particularly by the contributions of Leland S. Bums and John F.C. Turner in this field. The recent development of comprehensive cost benefit appraisal methods for industrial projects in developing countries by Professor I.M.D. Little and J.A. Mirrlees (OECD) and A.K. Sen, P. Dasgupta and S.A. Marglin (UNIDO) provided a challenge to apply similar methods in the area of low-income housing.

The Quality of Life in Latin American Cities

A growing number of cities around the world have established systems for monitoring the quality of urban life. Many of those systems combine objective information with subjective opinions and cover a wide variety of topics. This book assesses a method that takes advantage of both types of information and offers criteria to identify and rank the issues of potential importance for urban dwellers. This method which combines the so-called 'hedonic price' and 'life satisfaction' approaches to value public goods was tested in pilot studies in six Latin American cities: Bogot , Buenos Aires, Lima, Medell n, Montevideo, and San Jos of Costa Rica. It provides valuable insights to address key questions such as, Which urban problems have the greatest impact on people s opinions of city management and the most widespread effects on their lives? Do gaps between perception and reality vary from one area of the city to another, especially between high- and low-income neighborhoods? Where can homebuilders most feasibly seek solutions to problems such as inadequate road infrastructure, a lack of recreational areas, or poor safety conditions? Which problems should government authorities address first, in light of their impact on the well-being of various groups of individuals and given private actors abilities to respond? Which homeowners benefit the most from public infrastructure or services? When can or should property taxes be used to finance the provision of certain services or the solution of certain problems? 'The Quality of Life in Latin American Cities: Markets and Perception' proposes a monitoring system that is easy to operate and that entails reasonable costs but also has a solid conceptual basis. Long the ideal of many scholars and practitioners, such a system may soon become a reality and have the potential to make a significant contribution to the decision-making processes in any city concerned with the well-being of its residents.




Regularization of Informal Settlements in Latin America


Book Description

In large Latin American cities the number of dwellings in informal settlements ranges from one-tenth to one-third of urban residences. These informal settlements are caused by low income, unrealistic urban planning, lack of serviced land, lack of social housing, and a dysfunctional legal system. The settlements develop over time and some have existed for decades, often becoming part of the regular development of the city, and therefore gaining rights, although usually lacking formal titles. Whether they are established on public or private land, they develop irregularly and often do not have critical public services such as sanitation, resulting in health and environmental hazards. In this report from the Lincoln Institute of Land Policy, author Edesio Fernandes, a lawyer and urban planner from Latin America, studies the options for regularization of the informal settlements. Regularization is looked at through established programs in both Peru and Brazil, in an attempt to bring these settlements much needed balance and improvement. In Peru, based on Hernando de Soto's theory that tenure security triggers development and increases property value, from 1996 to 2006, 1.5 million freehold titles were issued at a cost of $64 per household. This did result in an increase of property values by about 25 percent, making the program cost effective. Brazil took a much broader and more costly approach to regularization by not only titling the land, but improving public services, job creation, and community support structures. This program in Brazil has had a cost of between $3,500 to $5,000 per household and has affected a much lower percent of the population. The report offers recommendations for improving regularization policy and identifies issues that must be addressed, such as collecting data with baseline figures to get a true evaluation of the benefit of programs established. Also, it shows that each individual informal settlement must have a customized plan, as a single approach will not work for each settlement. There is a need to include both genders for long-term effectiveness and to find ways to make the regularization self-sustaining financially. Any program must be closely monitored to insure the conditions are improved for the marginalized, as well as be sure it is not causing new informal settlements to be established.







Cities and Economic Inequality in Latin America

This book examines trends and determinants of economic inequality in cities in Latin America, the world’s most unequal region. It explores how the gap between the haves and the have nots manifests in every part of urban life – from housing to schooling to employment. It asks why some cities have higher inequality than others and what we can learn from these differences as we push back against inequality. The book starts with reviewing the policies and forces that explain the rise and fall of inequality in Latin America since the 1990s and why progress in reducing inequality has stalled. It then focuses on Argentina’s cities and applies a set of quantitative tools to identify inequality determinants. It finds that intra-urban inequality generally mirrors national-level trends, but local idiosyncrasies related to a city’s labor market, informal employment, and social protection systems matter. The book discusses the pitfalls of privatizing public services that turned access to water in metropolitan Buenos Aires more unequal. It explores the promises and unintended consequences of slum upgrading initiatives in Buenos Aires’ Villa 20. The book presents lessons that can inform policies and practices in the region and beyond. Developing a strategy against inequality that incorporates local features and resists the temptation to rely on the "free market" for solutions to urban problems offers a powerful opportunity. Drawing from the field of economics and social and urban policy, this book shows that the battle against inequality is not only won and lost in cities but also requires a uniquely public and urban response.
