Reforms in Myanmar (formerly Burma) have eased restrictions on citizens' political activities. Yet for most Burmese, Ardeth Maung Thawnghmung shows, eking out a living from day to day leaves little time for civic engagement. Citizens have coped with extreme hardship through great resourcefulness. But by making bad situations more tolerable in the short term, these coping strategies may hinder the emergence of the democratic values needed to sustain the country's transition to a more open political environment. Thawnghmung conducted in-depth interviews and surveys of 372 individuals from all walks of life and across geographical locations in Myanmar between 2008 and 2015. To frame her analysis, she provides context from countries with comparable political and economic situations. Her findings will be welcomed by political scientists and policy analysts, as well by journalists and humanitarian activists looking for substantive, reliable information about everyday life in a country that remains largely in the shadows.

Targeting regional economic development (TRED) has a long and rich tradition among academic economists and in the world of economic development practitioners. This book builds on a series of workshops and papers organized by The Northeast Regional Center for Rural Development (NERCRD) at the Pennsylvania State University and the Rural Policy Research Centre (RUPRI) at the University of Missouri. Through the coordinated efforts of NERCRD and RUPRI, a network of university based researchers and Extension education specialists was developed and provides the foundation of this new edited volume. For the first time in a single book, Goetz, Deller and Harris present an innovative approach through a collection of chapters discussing industry targeting and the relevance of TRED as an important analytical tool for practical targeting purposes. The papers present issues surrounding community economic development, clusters in industry and rural communities and the role of agglomeration economies. The book provides the reader with insights into not only the theoretical foundations of targeting as well as empirical methods, but also approaches for using the community-level analysis to affect policy directions.

"These engaging memoirs should be read by everyone who wants the American government to live up to its awesome challenges and to fulfill its noblest dreams."--Robert F. Drinan "Reuss's articulate analysis of legislative matters was admirable, even to those of us who seldom agreed with his conclusions."--John Rhodes, former Republican leader of the U.S. House of Representatives "When Government Was Good is an engaging memoir by one of the most thoughtful and constructive legislators of the century--especially valuable for Henry Reuss's reflections on the inner life of the House of Representatives."--Arthur Schlesinger Jr. U. S. House Representative Henry S. Reuss (Dem., Wisconsin, 1955-83) believes there was indeed a time when government worked--the "Golden Age" of 1948-68. Then, he recalls, the economy was functioning, the long overdue civil rights movement had begun to blossom, and the government had integrity. Not afraid to call things as they are, he blasts the political forces that have led to the disintegration of this Golden Age: economic and racial inequality and excessive militarism. Reuss emerged from the privileged domain of a wealthy, educated, white man into the realities of contemporary world politics--he saw the inequality and poverty in American cities and third world countries, and he saw politicians and laws disrespectful of the environment. Taking these experiences to heart, Reuss took action. He authored the legislation that led to the Peace Corps, he fought for environmental protection, and became a major voice in American politics. When Government Was Good provides anyone interested in public life with insights about this fascinating man's experiences, beliefs and ideas for addressing the problems of the twenty-first century.
