The House Rules and Manual contains the fundamental source material for parliamentary procedure used in the House of Representatives: the Constitution of the United States; applicable provisions of Jefferson's Manual; Rules of the House (as of the date of this preface); provisions of law and resolutions having the force of Rules of the House; and pertinent decisions of the Speakers and other presiding officers of the House and Committee of the Whole interpreting the rules and other procedural authority used in the House of Representatives. The rules for the One Hundred Fifteenth Congress were adopted on January 3, 2017, when the House agreed to House Resolution 5. In addition to a series of changes to various standing rules, House Resolution 5 included separate free-standing orders constituting procedures to be followed in the One Hundred Fifteenth Congress. Explanations of the changes to the standing rules appear in the annotations following each rule in the text of this Manual.

This book offers a broad and global level description of the current status of wastewater use in agriculture and then brings the readers to various places in the MENA Region and Europe to explain how some countries and regions have addressed the challenges during implementation. On a global scale, over 20 million hectares of agricultural land are irrigated using wastewater. This is one good, and perhaps the most prominent, example of the safe use potential of wastewater. Water scarcity and the cost of energy and fertilisers are among the main factors driving millions of farmers and other entrepreneurs to make use of wastewater. In order to address the technical, institutional, and policy challenges of safe water reuse, developing countries and countries in transition need clear institutional arrangements and more skilled human resources, with a sound understanding of the opportunities and potential risks of wastewater use. Stakeholders in wastewater irrigation who need to implement from scratch or improve current conditions, find it difficult to gather the necessary information on practical implementation aspects. The main objective of this book is to bridge that gap.

Climate change is causing unprecedented damage to our ecosystem. The food safety hazards considered in the publication are foodborne pathogens and parasites, harmful algal blooms, pesticides, mycotoxins and heavy metals with emphasis on methylmercury. There is also, a dedicated section on the benefits of forward-looking approaches such as horizon scanning and foresight, which will not only aid in anticipating future challenges in a shifting global food safety landscape, but also help build resilient food systems that can be continually updated as more knowledge is assimilated. By building a more widespread and better understanding of the consequences climate change has on food safety, it is hoped that this document will aid in fostering stronger international cooperation in making our food safer by reducing the global burden of these concerns.
