That is one of the various matters we would like to have the Secretary express his views upon. Mr. Mondell. The Secretary's office has recently ruled that the entryman is not entitled to have the first six months after he makes his entry considered as a period of constructive residence. It has been so considered for many years, and as the Secretary has made some recommendations along that line in his annual report I suggest that the Secretary give us his Views, at such length as he may see fit, upon that particular question as an opening.
