In this second Report, the statements in the Appendix are of so much greater value than any composition of my own and of so much greater value in a comparative view than those of my former Report, that no one can be fairly in a state to judge of the merits of the question which at present engages attention, and must always he of importance, without having them at hand for the purposes of reference.
