As Hurricane Katrina vividly revealed, disaster policy in the United States is broken and needs reform. What can we learn from past disastersÑstorms, floods, earthquakes, tsunamis, landslides, and wildfiresÑabout preparing for and responding to future catastrophes? How can these lessons be applied in a future threatened by climate change? In this bold contribution to environmental law, Robert Verchick argues for a new perspective on disaster law that is based on the principles of environmental protection. His prescription boils down to three simple commands: Go Green, Be Fair, and Keep Safe. ÒGoing greenÓ means minimizing exposure to hazards by preserving natural buffers and integrating those buffers into artificial systems like levees or seawalls. ÒBeing fairÓ means looking after public health, safety, and the environment without increasing personal and social vulnerabilities. ÒKeeping safeÓ means a more cautionary approach when confronting disaster risks. Verchick argues that government must assume a stronger regulatory role in managing natural infrastructure, distributional fairness, and public risk. He proposes changes to the federal statutes governing environmental impact assessments, wetlands development, air emissions, and flood control, among others. Making a strong case for more transparent governmental decision-making, Verchick offers a new vision of disaster law for the next generation.

Deltas are amongst the most environmentally and economically important coastal sedimentary environments. Studies of deltas lag behind research in both fluvial and deep-water depositional systems, as well as more geomorphologically oriented land studies. This knowledge lag reflects both a reorientation of the petroleum industry in the last two decades toward deep-water systems, as well as the difficulty of working across the shoreline with the traditional tools used for oceanographic or land-based work. However, deltaic studies are experiencing a renewed focus, because of their global importance in environmental and other societal concerns. This thesis examines the evolution of a mud-dominated coastal sedimentary system on multiple time scales. Fine-grained systems exhibit different properties and behavior from sandy coasts, and have received relatively little research attention to date. Evidence is presented for shoreline accretion under energetic conditions associated with storms and winter cold fronts. The identification of energetic events as agents of coastal accretion stands in contrast to the traditional assumption that low-energy conditions are required for deposition of fine-grained sediment. Mudflat accretion is proposed to depend upon the presence of an unconsolidated mud sea floor immediately offshore, proximity to a fluvial sediment source, onshore winds, which generate waves that resuspend sediment and advect it shoreward, and a low tidal range. This study constrains the present influence of the Atchafalaya River on stratigraphic evolution of the inner continental shelf in western Louisiana. Sedimentary and acoustic data are used to identify the western limit of the distal Atchafalaya prodelta and to estimate the proportion of Atchafalaya River sediment that accumulates on the inner shelf seaward of Louisiana's chenier plain coast. The results demonstrate a link between sedimentary facies distribution on the inner shelf and patterns of accretion and shoreline retreat on the chenier plain coast.
