Excerpt from Twenty-First Annual Report of the Bureau of Statistics and Information of Maryland, 1912 Sir: In presenting to Your Excellency the Twenty-first Annual Report of the Bureau of Statistics and Information, I feel that my first sense of duty is to apologize for the lateness of the same, but as you have kept in touch with the affairs of the Bureau I will dwell but briefly on the causes of delay, the first of which was occasioned by a change of administration and naturally a complete change of system. Although this report is long past its due date, we will treat with transactions up to December 31, 1912, only, except where noted and impracticable. Immediately on assuming charge of the Bureau it was my pleasure (and the State's good fortune) to appoint Miss Anna Herkner, Assistant Chief. In this first official act I might well refer to the old adage, Well begun is half done, for it has been most emphatically proven that no mistake was made in this most important appointment, as those who have followed the Bureaus work for the past few months will testify. The work assigned to this Bureau is both general and specific. The duties, in general terms, are the collecting of industrial statistics and the summing up of the annual reports of State offices and State institutions. The specific duties of the Bureau are the maintenance of a free employment agency, the arbitration of labor disputes and the enforcement of the Factory Inspection and Child Labor Laws.
