NATO’s 2010 Strategic Concept officially broadened the alliance’s mission beyond collective defense, reflecting a peaceful Europe and changes in alliance activities. NATO had become an international security facilitator, a crisis-manager even outside Europe, and a liberal democratic club as much as a mutual-defense organization. However, Russia’s re-entry into great power politics has changed NATO’s strategic calculus. Russia’s aggressive annexation of Crimea in 2014 and its ongoing military support for Ukrainian separatists dramatically altered the strategic environment and called into question the liberal European security order. States bordering Russia, many of which are now NATO members, are worried, and the alliance is divided over assessments of Russia’s behavior. Against the backdrop of Russia’s new assertiveness, an international group of scholars examines a broad range of issues in the interest of not only explaining recent alliance developments but also making recommendations about critical choices confronting the NATO allies. While a renewed emphasis on collective defense is clearly a priority, this volume’s contributors caution against an overcorrection, which would leave the alliance too inwardly focused, play into Russia’s hand, and exacerbate regional fault lines always just below the surface at NATO. This volume places rapid-fire events in theoretical perspective and will be useful to foreign policy students, scholars, and practitioners alike.




Addressing Security Risks at the Ukrainian Border Through Best Practices on Good Governance

With the current security crisis in the Ukraine, border security has become a pressing issue. Both the annexation of Crimea and the temporary occupation of the Donbas region represent serious violations of the country's territorial integrity and of the wider international legal order. This book contains 13 presentations delivered during the two-day NATO Advanced Research Workshop (ARW) 'Addressing Security Risks at the Ukrainian Border through Best Practices on Good Governance – Sources and Counter Measures', which took place in Kyiv, Ukraine, in February 2016. The workshop consisted of 5 expert panels devoted to various aspects of building the integrity of the Ukrainian border management agencies to enhance the border security of the eastern flank of NATO. The topics of these panels were: the integrity of the security sector in Ukraine; corruption as a security risk in border management; institutional tools to combat corruption in border management; increasing preparedness for cross-border crises; and bilateral and multilateral dimensions of international cooperation to enhance the integrity of border management agencies. The workshop contributed to raising awareness of emerging border security challenges, as well as providing a forum for the close cooperation of and the exchange of knowledge between the most relevant local and international agencies. It also made possible the discussion of issues such as the current refugee crisis and the implications - for security - of corruption in border management in a wider context.

An insider’s account of the complex relations between the United States and post-Soviet Ukraine The Eagle and the Trident provides the first comprehensive account of the development of U.S. diplomatic relations with an independent Ukraine, covering the years 1992 through 2004 following the collapse of the Soviet Union. The United States devoted greater attention to Ukraine than any other post-Soviet state (except Russia) after the breakup of the Soviet Union. Steven Pifer, a career Foreign Service officer, worked on U.S.-Ukraine relations at the State Department and the White House during that period and also served as ambassador to Ukraine. With this volume he has written the definitive narrative of the ups and downs in the relationship between Washington and newly independent Ukraine. The relationship between the two countries moved from heady days in the mid- 1990s, when they declared a strategic partnership, to troubled times after 2002. During the period covered by the book, the United States generally succeeded in its major goals in Ukraine, notably the safe transfer of nearly 2,000 strategic nuclear weapons left there after the Soviet collapse. Washington also provided robust support for Ukraine’s effort to develop into a modern, democratic, market-oriented state. But these efforts aimed at reforming the state proved only modestly successful, leaving a nation that was not resilient enough to stand up to Russian aggression in Crimea in 2014. The author reflects on what worked and what did not work in the various U.S. approaches toward Ukraine. He also offers a practitioner’s recommendations for current U.S. policies in the context of ongoing uncertainty about the political stability of Ukraine and Russia’s long-term intentions toward its smaller but important neighbor.

An insider's account of Romania's emergence from communism control In the 1970s American attorney Alfred H. Moses was approached on the streets of Bucharest by young Jews seeking help to emigrate to Israel. This became the author's mission until the communist regime fell in 1989. Before that Moses had met periodically with Romania's communist dictator, Nicolae Ceausescu, to persuade him to allow increased Jewish emigration. This experience deepened Moses's interest in Romania—an interest that culminated in his serving as U.S. ambassador to the country from 1994 to 1997 during the Clinton administration. The ambassador's time of service in Romania came just a few years after the fall of the Berlin Wall and the subsequent collapse of communism in Eastern Europe. During this period Romania faced economic paralysis and was still buried in the rubble of communism. Over the next three years Moses helped nurture Romania's nascent democratic institutions, promoted privatization of Romania's economy, and shepherded Romania on the path toward full integration with Western institutions. Through frequent press conferences, speeches, and writings in the Romanian and Western press and in his meetings with Romanian officials at the highest level, he stated in plain language the steps Romania needed to take before it could be accepted in the West as a free and democratic country. Bucharest Diary: An American Ambassador's Journey is filled with firsthand stories, including colorful anecdotes, of the diplomacy, both public and private, that helped Romania recover from four decades of communist rule and, eventually, become a member of both NATO and the European Union. Ukraine and the Art of Strategy

The Russian invasion of Crimea in 2014, subsequent war in Eastern Ukraine and economic sanctions imposed by the West, transformed European politics. These events marked a dramatic shift away from the optimism of the post-Cold War era. The conflict did not escalate to the levels originally feared but nor was either side able to bring it to a definitive conclusion. Ukraine suffered a loss of territory but was not forced into changing its policies away from the Westward course adopted as a result of the EuroMaidan uprising of February 2014. President Putin was left supporting a separatist enclave as Russia's economy suffered significant damage. In Ukraine and the Art of Strategy, Lawrence Freedman-author of the landmark Strategy: A History-provides an account of the origins and course of the Russia-Ukraine conflict through the lens of strategy. Freedman describes the development of President Putin's anxieties that former Soviet countries were being drawn towards the European Union, the effective pressure he put on President Yanokvych of Ukraine during 2013 to turn away from the EU and the resulting 'EuroMaidan Revolution' which led to Yanukovych fleeing. He explores the reluctance of Putin to use Russian forces to do more that consolidate the insurgency in Eastern Ukraine, the failure of the Minsk peace process and the limits of the international response. Putin's strategic-making is kept in view at all times, including his use of 'information warfare' and attempts to influence the American election. In contrast to those who see the Russian leader as a master operator who catches out the West with bold moves Freedman sees him as impulsive and so forced to improvise when his gambles fail. Freedman's application of his strategic perspective to this supremely important conflict challenges our understanding of some of its key features and the idea that Vladimir Putin is unmatched as a strategic mastermind.




Beyond NATO

In this new Brookings Marshall Paper, Michael O'Hanlon argues that now is the time for Western nations to negotiate a new security architecture for neutral countries in eastern Europe to stabilize the region and reduce the risks of war with Russia. He believes NATO expansion has gone far enough. The core concept of this new security architecture would be one of permanent neutrality. The countries in question collectively make a broken-up arc, from Europe's far north to its south: Finland and Sweden; Ukraine, Moldova, and Belarus; Georgia, Armenia, and Azerbaijan; and finally Cyprus plus Serbia, as well as possibly several other Balkan states. Discussion on the new framework should begin within NATO, followed by deliberation with the neutral countries themselves, and then formal negotiations with Russia. The new security architecture would require that Russia, like NATO, commit to help uphold the security of Ukraine, Georgia, Moldova, and other states in the region. Russia would have to withdraw its troops from those countries in a verifiable manner; after that, corresponding sanctions on Russia would be lifted. The neutral countries would retain their rights to participate in multilateral security operations on a scale comparable to what has been the case in the past, including even those operations that might be led by NATO. They could think of and describe themselves as Western states (or anything else, for that matter). If the European Union and they so wished in the future, they could join the EU. They would have complete sovereignty and self-determination in every sense of the word. But NATO would decide not to invite them into the alliance as members. Ideally, these nations would endorse and promote this concept themselves as a more practical way to ensure their security than the current situation or any other plausible alternative.

Averting Crisis in Ukraine

This Council Special Report, commissioned by CFR's Center for Preventive Action, takes all these issues into account and examines the many challenges facing Ukraine. The report comprehensively analyzes the country's difficulties, related to both domestic conditions -- for example, fractious politics and deeply divided public opinion -- and foreign policy -- for example, issues related to the Black Sea Fleet and Ukrainian and European dependence on Russia's natural gas. The report then recommends ways for the United States to encourage Ukraine on a path of stability and integration with the West. It proposes measures to bolster high-level dialogue between Washington and Kiev, foster effective governance in Ukraine, and reduce Ukraine's susceptibility to Russian pressure. On the crucial NATO question, the report urges the United States to support continued Ukrainian integration with the alliance, though it recommends waiting to back concrete steps toward membership until Kiev achieves consensus on this point. One need not agree with this judgment to find Pifer's analysis of value. Averting Crisis in Ukraine takes a clear-eyed look at the issues that could cause instability -- or worse -- in Ukraine. But it also recommends practical steps that could increase the prospect that Ukraine will enjoy a prosperous, democratic, and independent future.

Preserving Ukraine's Independence, Resisting Russian Aggression

The report is informed by and summarizes discussions in January with senior NATO officials in Brussels and senior Ukrainian civilian and military officials in Kyiv and at the Ukrainian 'anti-terror operation' headquarters in Kramatorsk, in eastern Ukraine. The focus of this assistance should be on enhancing Ukraine's defensive capabilities, including by providing counter-battery radars to pinpoint the origin of long-range rocket and artillery strikes, unmanned aerial vehicles (UAVs), electronic counter-measures for use against opposing UAVs, secure communications capabilities, armored Humvees and medical support equipment. In addition, it should include lethal defensive capabilities, especially light anti-armor missiles. The report's authors collectively urge the Obama administration and NATO member governments to move rapidly and implement the aforementioned recommendations. They write, "President Putin may hope to achieve glory through restoring, through intimidation and force, Russian dominion over its neighbors. But a peaceful world requires opposing this through decisive action."
