City land use ordinances control development within the city limits. A join County-City Comprehensive Plan currently managed land use issues for areas within the urban growth boundary (UGB). The recent UGB expansion broadened the land use planning responsibilities and the City is currently required by the State of Oregon to prepare and adopt a new Comprehensive Plan for the urban area as part of the Prineville Periodic Review Order. The goal is for the City to adopt a separate Comprehensive Plan that will focus on urban issues and manage Prineville's growth for at least 20 years.
