"Appalachian Past and Promise is meant to serve as a bench mark of the past and a guide for future investment decisions. This represents the first time that the Commonwealth has systematically involved its area development districts in planning for a two-year period. In this respect it reflects a desire to improve local input to planning and provide for multi-year funding continuity.
