Women’s empowerment and crop diversification in Bangladesh: A possible pathway to climate change adaptation and better nutrition

The existing literature shows that climate change will likely affect several of the dimensions that determine people’s food security status in Bangladesh, from crop production to the availability of food products and their accessibility. Crop diversification represents a farm-level response that reduces exposure to climate-related risks and it has also been shown to increase diet diversity and contribute to the reduction in micronutrient deficiencies. In fact, the Government of Bangladesh has several policies in place that encourage and support agricultural diversification. However, despite this support the level of crop diversification in the country remains low. Women empowerment has been linked to diversified diets and positively associated with better child nutrition outcomes. Furthermore, although traditionally their role in agriculture tends to be undervalued, women involvement has already been shown to affect agricultural production choices and enhance technical efficiency. This paper connects three different areas of inquiry - climate change, gender and nutrition – by exploring whether women’s empowerment in agricultural production leads to increased diversification in the use of farmland. Specifically, we use a series of econometric techniques to evaluate whether there is sufficient evidence to claim that a higher levels of empowerment lead to greater diversity in the allocation of farmland to agricultural crops. Our results reveal that indeed some aspects of women empowerment, but not all, lead to a more diversified use of farmland and to a transition for cereal production to other uses like vegetables and fruits. These findings provide some possible pathways for gender-sensitive interventions that promote crop diversity as a risk management tool and as a way to improve the availability of nutritious crops.







Women’s empowerment in agriculture and dietary quality across the life course: Evidence from Bangladesh

Using nationally representative survey data from rural Bangladesh, this paper examines the relationship between women’s empowerment in agriculture and indicators of individual dietary quality. Our findings suggest that women’s empowerment is associated with better dietary quality for individuals within the household, with varying effects across the life course. Women’s empowerment is associated with more diverse diets for children younger than five years, but empowerment measures are not consistently associated with increases in nutrient intake for this age group. Women’s empowerment is positively and significantly associated with adult men’s and women’s dietary diversity and nutrient intakes. Different empowerment domains may have different impacts on nutrition, but other characteristics, such as maternal schooling and household socioeconomic status, may play a more important role for younger children. The importance of maternal education in the dietary quality of young children, and the relatively greater importance of women’s empowerment for older children and adults, imply that policies designed to empower women and improve nutritional status should be informed by knowledge of which specific domains of women’s empowerment matter for particular nutritional outcomes at specific stages of the life course.




Agriculture and Adaptation in Bangladesh


Book Description

Bangladesh is extremely vulnerable to the impact of climate change because it is a low-lying, flat country subject to both riverine flooding and sea level rise, and because a large portion of its population is dependent on agriculture for its livelihood. The goal of this research was to examine the likely impacts of climate change on agriculture in Bangladesh, and develop recommendations to policymakers to help farmers adapt to the changes. In this study, we use climate data from four general circulation models (GCMs) to evaluate the impact of climate change on agriculture in Bangladesh by 2050. We use the DSSAT (Decision Support System for Agrotechnology Transfer) crop modeling software to evaluate crop yields, first for the 1950 to 2000 period (actual climate) and then for the climates given by the four GCMs for 2050. We evaluate crop yields at 1,789 different points in Bangladesh, using a grid composed of roughly 10 kilometer (km) squares, for 8 different crops in 2000 and 2050. For each crop, we search for the best cultivar (variety) at each square, rather than limiting our analysis to a single variety for all locations. We also search for the best planting month in each square. In addition, we explore potential gains in changing fertilizer levels and in using irrigation to compensate for rainfall changes. This analysis indicates that when practiced together, using cultivars better suited for climate change and adjusting planting dates can lessen the impacts of climate change on yields, especially for rice, and in some cases actually result in higher yields. In addition, the analysis shows that losses in yield due to climate change can be compensated for, for many crops, by increasing the availability of nitrogen in the soil. Moreover, we used a household survey to collect information on the incidence of climatic shocks in the last five years and adaptation options. The survey was conducted from December 2010 to February 2011, covering data from the previous production year. The results confirm that Bangladesh farmers already perceive the impacts of climate change. In particular, the survey results indicate that of all climate change–related shocks, floods, waterlogging, and river erosion caused the largest loss to rice production. Farmers in our survey lost around 12 percent of their harvest, on average, to some kind of shock, with about half of that attributable to flooding-related issues. The second leading cause of rice crop loss was pests, responsible for around 3 percent of production. Taken together, the results indicate that adaptation efforts in Bangladesh should include adjusting planting dates, using improved cultivars better suited for climate change, improving fertilizer application, exploring increased maize production, and bolstering flood and pest protection for farmers.




Does market inclusion empower women? Evidence from Bangladesh

Increased market inclusion through participation in agricultural value chains may increase employment and household incomes, but evidence on its empowerment impacts is mixed. In societies with restrictive social norms, greater market inclusion can enhance existing income and empowerment inequalities by relegating marginalized groups, including women, to low value chains or lower value nodes within those chains. We use primary data from rural Bangladesh to investigate the associations between households’ primary economic activity – agricultural wage-earning, production, or entrepreneurship – and absolute and relative levels of men’s and women’s empowerment. Women in producer households, on average, fare better on empowerment outcomes than women in wage-earner or entrepreneur households; the opposite is true for men. The gap between men’s and women’s empowerment scores is also lowest in producer households. A decomposition of these results into composite indicators yields insights into potential trade-offs, while accompanying qualitative work highlights the importance of social and cultural norms in shaping the economic roles women can adopt. With a push towards diversification of agriculture into higher value market-oriented crops, more careful programming is needed to ensure that market inclusion translates into an increase in women’s empowerment.




Women’s Empowerment in Agriculture

Women’s low status and persistent gender gaps in health and education in South Asia contribute to chronic child malnutrition (Smith et al. 2003) and food insecurity (von Grebmer et al. 2009), even as other determinants of food security, such as per capita incomes, have improved. This is particularly relevant for Bangladesh, where chronic food insecurity continues to be an important issue despite steady advances in food production. To be able to leverage agriculture as an engine of inclusive growth, there is a need to develop indicators for measuring women’s empowerment, examine its relationship to various food-security outcomes, and monitor the impact of interventions to empower women. Using nationally representative survey data from Bangladesh, we examine the relationship between women’s empowerment in agriculture and two measures of household food security: per adult equivalent calorie availability and dietary diversity. We use the Women’s Empowerment in Agriculture Index to assess the extent of women’s empowerment in agriculture and instrumental variables techniques to correct for the potential endogeneity of empowerment. We find that the overall women’s empowerment score, the number of groups in which women actively participate, women’s control of assets, and a narrowing gap in empowerment between men and women within households are positively associated with calorie availability and dietary diversity.




Women’s Empowerment and Nutrition

Many development programs that aim to alleviate poverty and improve investments in human capital consider women’s empowerment a key pathway by which to achieve impact and often target women as their main beneficiaries. Despite this, women’s empowerment dimensions are often not rigorously measured and are at times merely assumed. This paper starts by reflecting on the concept and measurement of women’s empowerment and then reviews some of the structural interventions that aim to influence underlying gender norms in society and eradicate gender discrimination. It then proceeds to review the evidence of the impact of three types of interventions—cash transfer programs, agricultural interventions, and microfinance programs—on women’s empowerment, nutrition, or both. Qualitative evidence on conditional cash transfer (CCT) programs generally points to positive impacts on women’s empowerment, although quantitative research findings are more heterogenous. CCT programs produce mixed results on long-term nutritional status, and very limited evidence exists of their impacts on micronutrient status. The little evidence available on unconditional cash transters (UCT) indicates mixed impacts on women’s empowerment and positive impacts on nutrition; however, recent reviews comparing CCT and UCT programs have found little difference in terms of their effects on stunting and they have found that conditionality is less important than other factors, such as access to healthcare and child age and sex. Evidence of cash transfer program impacts depending on the gender of the transfer recipient or on the conditionality is also mixed, although CCTs with non-health conditionalities seem to have negative impacts on nutritional status. The impacts of programs based on the gender of the transfer recipient show mixed results, but almost no experimental evidence exists of testing gender-differentiated impacts of a single program. Agricultural interventions—specifically home gardening and dairy projects—show mixed impacts on women’s empowerment measures such as time, workload, and control over income; but they demonstrate very little impact on nutrition. Implementation modalities are shown to determine differential impacts in terms of empowerment and nutrition outcomes. With regard to the impact of microfinance on women’s empowerment, evidence is also mixed, although more recent reviews do not find any impact on women’s empowerment. The impact of microfinance on nutritional status is mixed, with no evidence of impact on micronutrient status. Across all three types of programs (cash transfer programs, agricultural interventions, and microfinance programs), very little evidence exists on pathways of impact, and evidence is often biased toward a particular region. The paper ends with a discussion of the findings and remaining evidence gaps and an outline of recommendations for research.




Increasing production diversity and diet quality through agriculture, gender, and nutrition linkages: A cluster-randomized controlled trial in Bangladesh

A growing body of evidence indicates that agricultural development programs can potentially improve production diversity and diet quality of poor rural households; however, less is known about which aspects of program design are effective in diverse contexts and feasible to implement at scale. We address this issue through an evaluation of the Agriculture, Gender, and Nutrition Linkages (ANGeL) project. ANGeL is a randomized controlled trial testing what combination of trainings focused on agricultural production, nutrition behavior change communication, and gender sensitization were most effective in improving production diversity and diet quality among rural farm households in Bangladesh. We find that trainings focused on agriculture improved production diversity in terms of greater production of fruits and vegetables grown on the homestead, eggs, dairy, and fish; adding trainings on nutrition and gender did not significantly change these impacts. Trainings focused on both agriculture and nutrition showed the largest impacts on diet quality, with evidence indicating that households in this arm also significantly increased consumption out of homestead production for fruits and vegetables, eggs, dairy, and fish. Findings indicate that agricultural training that promotes production of diverse, high-value, nutrient-rich foods can increase production diversity, and this can improve diet quality, but diet quality impacts are larger when agricultural training is combined with nutrition training. Relative to treatments combining agriculture and nutrition training, we find no significant impact of adding the gender sensitization on our measures of production diversity or diet quality.




Climate Change Risks and Food Security in Bangladesh

Managing climate variability and change remains a key development and food security issue in Bangladesh. Despite significant investments, floods, droughts, and cyclones during the last two decades continue to cause extensive economic damage and impair livelihoods. Climate change will pose additional risks to ongoing efforts to reduce poverty. This book examines the implications of climate change on food security in Bangladesh and identifies adaptation measures in the agriculture sector using a comprehensive integrated framework. First, the most recent science available is used to characterize current climate and hydrology and its potential changes. Second, country-specific survey and biophysical data is used to derive more realistic and accurate agricultural impact functions and simulations. A range of climate risks (i.e. warmer temperatures, higher carbon dioxide concentrations, changing characteristics of floods, droughts and potential sea level rise) is considered to gain a more complete picture of potential agriculture impacts. Third, while estimating changes in production is important, economic responses may to some degree buffer against the physical losses predicted, and an assessment is made of these. Food security is dependent not only on production, but also future food requirements, income levels and commodity prices. Finally, adaptation possibilities are identified for the sector. This book is the first to combine these multiple disciplines and analytical procedures to comprehensively address these impacts. The framework will serve as a useful guide to design policy intervention strategies and investments in adaptation measures.




Empowering women in agriculture: The role of the WEAI in Bangladesh

Empowering women is crucial for a country's development because it leads to greater economic growth, increased productivity, and improved social outcomes. When women have access to education, economic opportunities, and decision-making power, they are better able to contribute to their families and communities. This can lead to increased income, improved health and education outcomes, and reduced poverty. In Bangladesh, women and girls still face considerable barriers to accessing education and economic opportunities, and are often subjected to traditional gender roles that may hinder them. Although women play a crucial role in agriculture, they experience many challenges that limit their productivity and economic potential, such as limited access to credit and training. They are also often marginalized and excluded from decision-making processes. As the complexity and importance of gender equity in development work has increased, so too has the need to measure empowerment and progress made toward improving empowerment and achieving gender parity. In Bangladesh, there has been growing momentum by the government and development partners to use evidence to inform gender-sensitive and -responsive policies and programs. The Women's Empowerment in Agriculture Index (WEAI) has emerged as a key tool to achieve this objective. This brief examines how WEAI data have informed and supported the design of policies and programs to promote women's empowerment in Bangladesh.
