The Laboratory Chiefs' summaries, which follow, present a good account of the many contributions which have come from the bench, the clinic, and the community as studied by scientists from our three Divisions and fifteen Laboratories. An event of some importance this past year was the deliberations of the President's Biomedical Research Panel, culminating in a report to the President and Congress on April 30, 1976. I want to make some comments about it and also about a report of the Comptroller General of the United States to Congress entitled, Better Controls Needed Over Biomedical Research Supported by the National Institutes of Health, dated July 22, 1976.
