This book interrogates Conservative government penal policy for adult and young adult offenders in England and Wales between 2015 and 2021. Government penal policy is shown to have been often ineffective and costly, and to have revived efforts to push the system towards a disastrous combination of austerity, outsourcing and punishment that has exacerbated the penal crisis. This investigation has meant touching on topical debates dealing with the impact of resource scarcity on offenders' experiences of the penal system, the impact of an increasing emphasis on punishment on offenders’ sense of justice and fairness, the balance struck between infection control and offender welfare during the government handling of the SARS-CoV-2 pandemic and why successive Conservative governments have intransigently pursued a penal policy that has proved crisis-exacerbating. The overall conclusion reached is that penal policy is too important to be left to governments alone and needs to be recalibrated by a one-off inquiry, complemented by an on-going advisory body capable of requiring governments to ‘explain or change’. The book is distinctive in that it provides a critical review of penal policy change, whist combining this with insights derived from the sociological analysis of penal trends.

Weeds have a strong impact on arable production, causing yield quantity and quality losses. Adequately controlling them is fundamental in arable cropping. However, weeds develop strategies to survive control. For decades, the dominating method to manage weeds was the use of chemical herbicides. Weeds becoming resistant against these chemical herbicides is an obvious and global reaction; together with undesired environmental consequences, this creates increasing pressure to overcome chemical herbicide use. Therefore, foreseeing weed management demands exploiting and evaluating novel methods to replace them. Since each single method will probably be less effective than chemical herbicides, systematic integration and upscaling on levels like fields, farms, cropping systems, landscapes and socio-economics is required in research. Agro-ecological management of weeds stands for this ambition.

This 2018 Article IV Consultation highlights that Liberia’s economy appears poised for recovery, as growth bottomed out in 2016 and edged to 2.5 percent in 2017. However, Liberia remains fragile with poor living conditions for the majority of the population. Moreover, a decline in aid inflows, which were elevated during 2014–16, has put pressure on the exchange rate and fiscal resources. The government is thus facing the daunting task of pursuing a demanding development agenda in the face of high expectations. Assuming the implementation of sound policies, the medium-term outlook appears favorable. The main upside risk is an increase in commodity prices and output, while downside risks include difficulties in mobilizing resources to fill the financing gap and in pursuing structural and institutional reforms.
