Agricultural transformation and development are critical to the livelihoods of more than a billion small-scale farmers and other rural people in developing countries. Analysis of Agricultural Policies in Argentina 2007–2016


Book Description

This report analyzes agricultural policy in Argentina, in particular with respect to the degree of support producers and consumers receive. Available evidence suggests that: (i) as a result of export taxes, in most periods, domestic agricultural output prices have been lower than international prices; (ii) despite the previous finding, Argentine agriculture has shown a remarkable capacity for productivity and output growth; and (iii) since the 2016 crop year, significant changes in the agricultural policy environment have taken place. The analysis of available data also shows that significant changes are occurring in aspects such as farm size and in the linkages between production, input supply, and the output processing sector. The report also analyzes the support the public sector provided to producers in the form of funding for agricultural research, infrastructure, and other “public good” type of investments.

Environmentally Sustainable Development Studies and Monograph Series No. 17. A 1995 publication from the World Bank, Monitoring Environmental Progress: A Report on Work in Progress, generated great interest in the use of indicators to measure the pace and direction of change in environmentally sustainable development. In particular, the attempts to define what it means to be wealthy or poor by recognizing that a countrys wealth is the combination of various forms of capital--produced, natural, and human resources--led to new thinking on what constitutes wealth and how it might be measured. The current document, Expanding the Measure of Wealth: Indicators of Environmentally Sustainable Development, extends the earlier analysis by highlighting portfolio indicators for tracking a countrys progress toward sustainable development. These include new estimates of national wealth and genuine savings, a detailed analysis of changes in subsidies that have environmental consequences, and progress on the conceptual foundations of social capital. The new estimates reinforce the importance of the natural resource base of all economies as well as the fundamental role of human resources, including both human capital and the more difficult to define concept of social capital.

This annual report monitors and evaluates agricultural policies in 54 countries, including the 38 OECD countries, the five non-OECD EU Member States, and 11 emerging economies. It finds that the continued rise in agricultural support has been slower than sector growth in recent years, but has been driven to record highs mainly by temporary factors.
