Psalm CXVIII: 16. As good citizens you have read and re-read the excellent proclamation of our Chief Magistrate. It has been your privilege to ponder with undissembled gratitude to God, the wonderful successes which have recently crowned our arms; mingle your sympathies with the sufferers in this needless and cruel rebellion; offer your earnest prayers that God would change the hearts of the insurgents; and devoutly ask that the whole nation might be led, through paths of repentance and submission to the divine will, back to the perfect enjoyment of union and fraternal peace. This you have already done and are daily doing, but now you are assembled to perform the same duty in a more public manner.
