Observations and investigations of earthquake damage have revealed that contemporary empirical design and construction practices for single-family residences have not in all cases proven adequate. Recognizing this, the Department of Housing and Urban Development engaged the Applied Technology Council, San Francisco, to review available damage informationas well as existing design and construction requirements for the purpose of developing a methodology for improved seismic design and construction for single-family dwellings, thereby reducing future seismic losses and life-loss risks.
