The National Academies Roundtable on Population Health Improvement hosted a workshop in February 2022, A Population Health Workforce to Meet 21st Century Challenges and Opportunities. The event, building upon the proceedings from their March 2019 workshop, Dialogue about the Workforce for Population Health Improvement, was further informed by the ongoing COVID-19 pandemic, the effects of climate change, and recent attention to and expenditure on the public health workforce. Workshop discussions explored the scope of work and work settings for public health and population health workers; the state of the workforce including attrition and gaps in specific roles and disciplines; and challenges to training, recruiting, and retaining workers. This Proceedings of a Workshop summarizes the presentations and discussions held during the workshop.




The Future of the Public's Health in the 21st Century

Preparing a Health Care Workforce for the 21st Century

This WHO publication calls for the transformation of healthcare workforce training to better meet the needs of caring for patients with chronic conditions. While the world is experiencing a rapid escalation in chronic health problems training of the healthcare workforce has generally not kept pace. To provide effective care for chronic conditions the skills of health professionals must be expanded to meet these new complexities. The publication presents a new expanded training model based on a set of core competencies that apply to all members of the workforce. First the workforce needs to organize care around the patient or in other words to adopt a patient-centred approach. Second providers need communication skills that enable them to collaborate with others. They need not only to partner with patients but to work closely with other providers and to join with communities to improve outcomes for patients with chronic conditions. Third the workforce needs skills to ensure that the safety and quality of patient care is continuously improved. Fourth the workforce needs competencies in information and communication technology which can assist them in monitoring patients across time in using and sharing information. Finally the workforce needs to adopt a public health perspective in their daily work including the provision of population-based care that is centred around primary health care systems. Each competency is described in detail and supplemented with diverse country examples of how it has been implemented.

Who Will Keep the Public Healthy?

In today's world the public faces many health threats from bioterrorism to the epidemic of obesity. It's thus important to have an effective public health system. This system depends significantly on the quality and preparedness of our public health workforce as well as the quality of public health education and training. In March, 2001 the Robert Wood Johnson Foundation asked the Institute of Medicine (IOM) to examine the education of public health professionals and develop recommendations for how public health education, training, and research could be strengthened to meet the needs of future public health professionals to improve population-level health. As a result the Committee on Educating Public Health Professionals for the 21st Century was formed; members can be seen in Appendix A. Over the course of one year, the committee held five meetings; reviewed and analyzed key literature; and abstracted, analyzed, and synthesized data from catalogs, web sites, and survey responses of accredited schools of public health. Because numerous institutions and agencies play important roles in public health education, training, research, and leadership development, the report addresses its recommendations to schools of public health, degree-granting programs in public health, medical schools, schools of nursing, other professional schools (e.g., law), and local, state, and federal public health agencies. Conclusions and recommendations for each of these sectors are present in the report. The report generated a lot of discussion, resulting in the Robert Wood Johnson Foundation asking the IOM to hold a workshop of interested people to foster joint discussion among the academic and practice communities. The workshop was held May 22, 2003 and over 100 representatives attended. Measuring the 21st Century Science and Engineering Workforce Population

The National Science Foundation's National Center for Science and Engineering Statistics (NCSES), one of the nation's principal statistical agencies, is charged to collect, acquire, analyze, report, and disseminate statistical data related to the science and engineering enterprise in the United States and other nations that is relevant and useful to practitioners, researchers, policymakers, and to the public. NCSES data, based primarily on several flagship surveys, have become the major evidence base for American science and technology policy, and the agency is well respected globally for these data. Advancing the Science to Improve Population Health

In September 2015, the National Academies of Sciences, Engineering, and Medicine hosted a workshop to explore the basic and translational research needs for population health science, and to discuss specific research priorities and actions to foster population health improvement. The workshop was designed to provide frameworks for understanding population health research and its role in shaping and having an effect on population health, identify individual and institutional facilitators and challenges regarding the production, communication, and use of research for population health improvement, and identify key areas for future research critical to the advancement of population health improvement.
