This finely researched book is a portrait of the Royal Navy during the Napoleonic wars; but it is particularly a portrait of the Navy's people, of the officers and men who formed that formidable fighting force made popular by novels of C.S. Forester and Patrick O'Brian. These men were assembled from all classes in society and came from all parts of the British Isles and so the social history of the Navy demonstrates a complete cross-section of contemporary life, and the divisions aboard ship, between quarter deck and lower deck for instance, reflected divisions on land. But parentage and social background form only a small fragment of the story. The author follows their lives from the cradle to the grave and paints a detailed picture of both the expectations and the reality of life at sea. He describes how men came to go to sea and explains the volunteer, the press and the quota; the story of officer-entry is dealt with, along with the whole complex business of shipboard and naval hierarchy. Pay, prize money and other inducements are explained along with insight into the unhappier predicament of half-pay. In the twenty-two years of war the cost in lives was heavy and every sailor was confronted by the persistent and daily dangers of the sea itself, the enemy and disease. If he was lucky enough to survive then an officer retired ashore on half-pay, not rich but proud of his service; a sailor from the lower deck might find a snug berth in one of the naval hospitals. He would have little but then he never expected much. First published in 1960, Lewis' book is a masterful account of how the men of the Nelsonic navy, at sea in those far-distant storm-beaten ships', organized their insular social world.

Roger Knight was Deputy Director of the National Maritime Museum until 2000, and now teaches at the Greenwich Maritime Institute at the University of Greenwich. In 2005 he published, with Allen Lane/Penguin, The Pursuit of Victory: The Life and Achievement of Horatio Nelson, which won the Duke of Westminster's Medal for Military History, the Mountbatten Award and the Anderson Medal of the Society for Nautical Research. The present book is a culmination of his life-long interest in the workings of the late 18th-century British state.

A fascinating study of midshipmen and other "young gentlemen", outlining their social background, career paths and what life was like for them. Officer recruits - "young gentlemen" - entered the Royal Navy with dreams of fame, fortune and glory, but many found promotion difficult, with a large number unable to progress beyond lieutenant. Recent scholarship has argued thatduring the wars of 1793-1815 there was greater social diversity among naval officers, with promotion increasingly related to professional competence. This book, based on extensive original research, examines the social backgroundof around 4,000 "young gentlemen" a term which includes midshipmen and various other categories, including captains' servants, volunteers and masters' mates. It concludes that in fact high birth became an increasingly important factor in the selection of officer candidates, and that as the Admiralty grip on the appointment and management of officer aspirants increased, especially after 1815, aristocratic presence in the ranks of young officers increased significantly as a result of deliberate Admiralty policy. The book also discusses the assertion that the increase in elite sons led to a dramatic increase in cases of indiscipline and insubordination, concluding that although therewas a marked increase in courts martial for insubordination during and after the French Wars there is no evidence that such cases related more to the elites than to young aspirants in general". The book includes many case study examples of midshipmen and other "young gentlemen", illustrating what life was like for them and how they themselves viewed their situation. S.A. Based on a meticulously researched historical analysis of the U.S. Navy’s officer personnel system from its beginnings to 1941, the book is informed by developments in cognitive psychology, cognitive science, operations research, and management science. It also offers important insights into the development of the American administrative state, highlighting broader societal conflicts over equity, efficiency, and economy. Considering the Navy’s personnel system as an institution, the book shows that changes in that system resulted from a long-term process of institutional design, in which formal rules and procedures are established and elaborated. Institutional design is here understood as a problem-solving process comprising day-to-day efforts of many decision makers to resolve the difficulties that block completion of their tasks. The officer personnel system is treated as a problem of organized complexity, with many components interacting in systematic, intricate ways, its structure usually imperfectly understood by the participants. Consequently, much problem solving entails decomposing the larger problem into smaller, more manageable components, closing open constraints, and balancing competing value premises. The author finds that decision makers are unlikely to generate many alternatives, since searching for existing solutions elsewhere or inventing new ones is an expensive, difficult enterprise. Choice is usually a matter of accepting, rejecting, or modifying a single solution. Because time constraints force decisions before problems are well structured, errors are frequently made, problem components are at best only partially addressed, and the chosen solution may not solve the problem at all and even if it does is likely to generate unanticipated side-effects that worsen other problem components. In its definitive treatment of a critical but hitherto entirely unresearched dimension of the administration of the U.S. Navy, the book provides full details over time concerning the elaboration of officer grades and titles, creation of promotion by selection, sea duty requirements, graded retirement, staff-line conflicts, the establishment of the Reserve, and such unusual subjects as “tombstone promotions.” In the process, it transcends the specifics of the personnel system to give a broad picture of the Navy’s history over the first century and a half of its development.
