Reclaiming Public Universities


Book Description

This book explores the nature of public universities and higher education reforms in emerging economies, with a focus on India, South Africa and Brazil. Drawing on context-based case studies, the essays in the volume highlight the state of public universities amongst the developing world with their shared colonial past and social, caste and race inequalities. Based on comparative and multidisciplinary studies, the book provides a critical account of the policy reforms and changes on account of globalization and markets in higher education in public universities of the Global South regions. The chapters also compare methodological approaches to university reform and restructuring of public universities and higher education systems in USA, Australia, the European Union and India, and examine the California model, the Bologna process, the Melbourne model, the University of Delhi reforms, and engage critically with the New Public Management inspired reform policies. The book further lays the groundwork for understanding 'massification' in a contextual way, and the possibilities for expansion of scale of mass higher education through public provision. Persistence and Emergencies of Inequalities in Latin America

This book adopts a multidimensional approach to analyze both the historical and emerging factors that contribute to make Latin America and the Caribbean the most unequal region in the world. Social inequality is a historical characteristic of the region, but at the beginning of the 21st century, a handful of progressive governments seemed to be adopting policies that could reduce this historical trend. Many of these efforts, however, were blocked or reversed by the COVID-19 pandemic, which both exposed the persistence of historical trends and contributed to the emergency of new forms of inequality in the region. The different chapters in this contributed volume adopt a multidimensional, intersectional, perspective to analyze both the persistence and the emergency of social devices of production and reproduction of inequalities in the diverse Latin American and Caribbean temporal spatialities. The issues analyzed in the different chapters revolve around four main axes: a) persistence of generational and intergenerational inequalities; b) structural gender inequality; c) intertwined social inequalities: race, class and social structure and; c) historical and economic dimension of inequality. Race and Democracy in the Americas examines dimensions of the comparative dynamics of race and ethnicity, with a directed focus on the Americas, most particularly Brazil and the United States. Brazil and the United States are two countries in the Americas that have been major hosts for the African diaspora. Both countries experienced prolonged enslavement of Africans and both now claim to be beacons of democracy for much of the developing world. Both Afro-Brazilians and African Americans have fielded major liberation movements against racism and oppression yet both groups continue to experience considerable residual racial discrimination and displacement. Brazil and the U.S. remain racialized societies though both officially purport to be otherwise.The chapters of this volume illuminate a common search for understanding how race operates in societies generally, and how shapes life opportunities for African Americans and Afro-Brazilians, both oppressed by this most detrimental social construction. The project that fueled this volume represented a rare opportunity for collaboration between Afro-Brazilian scholars and their African American counterparts.This volume offers a passionate conversation between colleagues who have endured common sociopolitical and cultural struggles, but who have only belatedly been able to meet and connect as individuals. Contemporary Perspectives on Social Capital in Educational Contexts

The currency of social capital serves as an important function given the capacity to generate external access (getting to) and internal accountability (getting through) for individuals and institutions alike. Pierre Bourdieu (1986) defines social capital as “the aggregate of the actual or potential resources which are linked to possession of a durable network of more or less institutionalized relationships of mutual acquaintance and recognition or in other words, to membership in a group” (p. 251). Social capital contains embedded resources as a tool for manifesting opportunities and options among individuals and groups. Inevitably, the aforementioned opportunities and options become reflective of the depth and breadth of access and accountability experienced by the individual and institution. As educational stakeholders, we must consistently challenge ourselves with the question, “How do K-12 schools and colleges and universities accomplish shared, egalitarian goals of achieving access and accountability?” Such goals become fundamental toward ensuring students matriculating through K-12 and higher education, irrespective of background, are provided the caliber of education and schooling experience to prepare them for economic mobility and social stability. To that end, the volume, Contemporary Perspectives on Social Capital in Educational Contexts (2019), as part of the book series, Contemporary Perspectives on Capital in Educational Contexts, offers a unique opportunity to explore social capital as a currency conduit for creating external access and internal accountability for K-12 and higher education.
