Special education is a specialized approach to teaching and supporting students with diverse learning needs. It aims to provide tailored instruction and services to individuals with disabilities or exceptionalities, ensuring they have access to a quality education that meets their unique requirements. Through personalized learning plans, accommodations, and assistive technologies, special education addresses a wide range of challenges including learning disabilities, developmental delays, autism spectrum disorders, and physical impairments. Key components of special education include individualized education programs (IEPs), which outline goals and strategies for each student, and collaboration among educators, parents, and specialists to create supportive learning environments. Inclusive practices promote the integration of students with disabilities into mainstream classrooms whenever possible, fostering a sense of belonging and reducing stigma. Continual assessment and adjustment are fundamental to special education, as educators adapt approaches to suit evolving needs and facilitate maximum growth and independence. By recognizing and valuing the diverse abilities of all learners, special education promotes equity and empowers individuals to achieve their full potential, enriching both their educational experience and broader society.

The survey was utmost necessary as none of the source of data on Higher education was giving complete picture of higher education in the country. Also, there were many important parameters on which data is required for policy making but either no data was available or incomplete data was available. For the first time all the major Stakeholders in Higher Education such as University Grants Commissions, All India Council for Technical Education, Medical Council of India as well as State Governments participated in the data collection exercise. The entire survey was conducted through electronic mode and a dedicated portal http://aishe.gov.in was developed for the purpose, thus making the exercise completely paperless. The survey covered all the Institutions in the country engaged in imparting the higher education. Data is being collected on several parameters such as teachers, student enrolment, programmes, examination results, education finance, infrastructure etc. Indicators of educational development such as Institution Density, Gross Enrolment Ratio, Pupil Teacher Ratio, Gender Parity Index etc. are calculated from the data collected through AISHE. These are useful in making informed policy decisions and research for development of education sector.

Education is a fundamental human right that should be accessible to all, regardless of differences or abilities. In India, the journey towards achieving inclusive education for persons with disabilities has been marked by significant strides and ongoing challenges. This book, "Enhancing Inclusivity: Special Education Policies and Programs by the Government of India," aims to chronicle this journey comprehensively. From the early initiatives pre-Independence to the transformative policies and acts post-Independence, India's approach to special education has evolved significantly. This evolution is underscored by pivotal legislations such as the Rights of Persons with Disabilities Act (2016) and the National Education Policy (2020), which have shaped the landscape of inclusive education. Through meticulous exploration of government schemes like Sarva Shiksha Abhiyan, Rashtriya Madhyamik Shiksha Abhiyan, and various scholarships, this book examines how these initiatives have enhanced access to quality education for students with disabilities across the country.

Corporate Social Responsibility (CSR) has been on the agenda in India for quite some time. The private sector is generally more active in this area than the Governmental and public sector; and the situation is slowly changing. The concept of CSR is finally coming out of the purview of ‘doing social good’ and is fast becoming a ‘business necessity’. This approach to CSR is gaining ground and many corporate houses are realizing the benefits they get in business by extending help to their workers, local community and society at large. There are many corporate companies and voluntary foundations in India who are doing commendable work in education, health, environment and energy under CSR. CSR can also be extended to public libraries, because public libraries are considered as ‘social institutions’ providing basic information for social, economic and cultural development of citizens; and to sustain lifelong learning for students. Public libraries play a vital role in disseminating existing knowledge and promote the creation of new knowledge.
