The Federal Acquisition Streamlining Act of 1994 (FASA) contained more than 200 sections changing the laws that govern how agencies acquire almost $200 billion of goods and services annually. The act established deadlines for publishing proposed and final implementing regulations, and required regulation drafters to make every effort to ensure that the regulations are concise and understandable. This report determines whether all regulations necessary to implement the act were published in accordance with the act's requirements, and describes the efforts made to make the regulations concise and understandable.
