In the Great Lakes basin, the International Joint Commission has identified 42 areas of concern where persistent toxic substances are impairing uses. The St. Lawrence river near Massena is one of these areas. To track the implementation of the RAP, NYSDEC is issuing an annual RAP update to show remedial progress and make new commitments as needed. This document is the first annual update for the St. Lawrence River at Massena RAP.

The purpose of this bulletin is to report on the progress achieved under the St. Lawrence Action Plan. Under each of the Action Plan's five objectives, it outlines environmental management indicators which identify actions taken and show the results. This report presents the data collected in late August 1992 on the activities carried out by all partners of both governments involved in SLAP. The objectives examined in the bulletin are the following: to reduce by 90% the liquid toxic waste discharged by the 50 plants targeted for priority action; to prepare remediation plans for contaminated federal sites and restore wetlands; to conserve 5000 additional hectares of habitat and create a marine park; to develop and implement recovery plans for mammals, fish, birds, amphibians, reptiles and plants; and, to determine the state of the St. Lawrence River.
