This latest volume of the Policy Studies Review Annual series brings together leading policy scientists in a comprehensive review of the field's achievements since its professionalization some forty years ago. If an advance is defined as an improvement in theory, methodology, information, or practice, how does the field measure up? And what should its next goals be? This unusual compendium of entirely new essays and articles helps to answer such questions. On balance, the contributors show, the record is mixed. Policy sciences draw on the theoretical foundations of many disciplines, but have not themselves contributed theoretical advances. We have more information, but information in itself does not constitute an advance. Despite improved interaction between academia and government, it is difficult to identify new or better policies that have resulted. On the other hand, there have been impressive advances in methodology: procedures for conducting inquiry that yield reliable and relevant policy knowledge. In its candid assessment of trends, controversies, and unsolved problems, this volume charts new directions for the policy sciences.

Public Policy Analysis, the most widely cited book on the subject, provides students with a comprehensive methodology of policy analysis. It starts from the premise that policy analysis is an applied social science discipline designed for solving practical problems facing public and nonprofit organizations. This thoroughly revised sixth edition contains a number of important updates: Each chapter includes an all-new "big ideas" case study in policy analysis to stimulate student interest in timely and important problems. The dedicated chapter on evidence-based policy and the role of field experiments has been thoroughly rewritten and expanded. New sections on important developments in the field have been added, including using scientific evidence in public policymaking, systematic reviews, meta-analyses, and "big data." Data sets to apply analytical techniques are included online as IBM SPSS 23.0 files and are convertible to Excel, Stata, and R statistical software programs to suit a variety of course needs and teaching styles. All-new PowerPoint slides are included to make instructor preparation easier than ever before. Designed to prepare students from a variety of academic backgrounds to conduct policy analysis on their own, without requiring a background in microeconomics, Public Policy Analysis, Sixth Edition helps students develop the practical skills needed to communicate findings through memos, position papers, and other forms of structured analytical writing. The text engages students by challenging them to critically analyze the arguments of policy practitioners as well as political scientists, economists, and political philosophers.

This volume probes practical dilemmas and competing re- search perspectives in environmental policy analysis. Scholars working in different fields, research traditions, societies, and policy domains offer significant insights into the processes and consequences of environmental policy making. Part 1, "Coping with Boundaries," describes present-day conflict between experts and greater public participation in environmental policy. It shows that the institutionalization of increasingly complex environmental problems has led to a conflict between technocracy and democracy. Part 2, "The Transnational Challenge," examines modes of cooperation between grassroots movements, scientists, and regional authorities in the United States and Canada. These and other modes of cooperation laid the foundations for the Great Lakes Water Quality Agreement, increased the effectiveness of air pollution treaties, and increased climate change. Part 3, "Bio-Hazards: Policies and Paralysis," deals with environmental prob-lems closest to the everyday concerns of the public at large because they have immediate implications for food safety and other values. Part 4, "The Citizens' Perspective," focuses on citizen vis--vis environmental policy, noting that in order to make policies work citizens must be willing and able to participate in policy-making and cooperate in implementing environmental choices. Part 5, "Confronting Ordinary and Expert Knowledge," explores opportunities and constraints affecting public participation in evaluation of science. Part 6, "Developments in Research Programming," addresses such questions as whether scientists still have opportunities to do the research they want without being interrupted or disturbed by policy makers and other stakeholders. Part 7, "Policy Sciences' Aspirations," explores different avenues for improving environmental policy. Volume twelve in the PSRA series should inspire further investigations of the relations among knowledge, power, and participation in environmental policy. It will be of timely interest to environmentalists, policy-makers, scholars, and the general public. Matthijs Hisschemller is senior researcher at the Institute for Environmental Studies of the Free University in Amsterdam. Rob Hoppe is professor and chair of the Policy Studies unit of University of Twente's Faculty of Public Administration and Public Policy. William N. Dunn is professor of Public Policy and Management in the Graduate School of Public and International Affairs, University of Pittsburgh. Jerry R. Ravetz is director of the Research Methods Consultancy Ltd., in London.

Critical policy studies, as illustrated in this Handbook, challenges the conventional approaches public policy inquiry. But it offers important innovations as well, in particular its focus on discursive politics, policy argumentation and deliberation, and interpretive modes of analysis.
