Turkish agriculture has been experiencing a period of unique policy experiment over the last couple years. A World Bank-initiated project, called the Agricultural Reform Implementation Project (ARIP), has been at the forefront of policy change. It was initially promoted by the Bank as an exemplary reform package which could also be adopted by other developing countries. It was introduced in 2001 as part of a major International Monetary Fund (IMF)/World Bank-imposed program of "structural adjustment" after the country had been hit by a major financial crisis. The project has finally come to an end in 2009, and there is now an urgent need for a retrospective assessment of its overall impact on the agricultural sector. Has it fulfilled its ambitious objective of reforming and restructuring Turkish agriculture? Or should it be recorded as a failure of the neo-liberal doctrine? This book aims at finding answers to these questions by investigating the legacy of ARIP from a multi-disciplinary perspective.




Building agricultural resilience to natural hazard-induced disasters

Natural hazard induced disasters (NHID), such as floods, droughts, severe storms, and animal pests and diseases have significant, widespread and long lasting impacts on agricultural sectors around the world. With climate change set to amplify many of these impacts, a “business as usual” approach to disaster risk management in agriculture cannot continue if we are to meet the challenges of agricultural productivity and sustainability growth, and sustainable development. Drawing from seven case studies – Chile, Italy, Japan, Namibia, New Zealand, Turkey and the United States – this joint OECD?FAO report argues for a new approach to building resilience to NHID in agriculture. It explores the policy measures, governance arrangements, on?farm strategies and other initiatives that countries are using to increase agricultural resilience to NHID, highlighting emerging good practices. It offers concrete recommendations on what more needs to be done to shift from coping with the impacts of disasters, to an ex ante approach that focuses on preventing and mitigating the impacts of disasters, helping the sector be better prepared to respond to disasters, and to adapt and transform in order to be better positioned for future disasters.

Irrigation in the Mediterranean

Mediterranean irrigation is diverse due to, among other factors, the relative importance of water in the economy of each country, varied levels of aridity, heterogeneous levels economic, social and technological levels of development, and differences in political and social organization. However, most of the Mediterranean countries face similar problems to meet their water demands because of the scarcity and variability of renewable resources, growing water requirements from non-agricultural sectors, increasing environmental concerns related to water quality and environmental degradation, a social demand for larger public participation, and important technological changes. The time has come to reconsider the “not one drop lost to the sea” philosophy of yesteryears largely and to 'live within limits'. This book focuses on eight selected countries (Tunisia, Morocco, Spain, France, Italy, Turkey, Israel and Egypt) and provides a comparative perspective that both thoroughly explores their specificities and identifies the common challenges faced by the irrigation sector in these countries. The book has been written at a critical moment, when the continued application of a supply-side water management model is revealing its unsustainable nature in numerous places; when significant technological changes are taking place in the irrigation sector; when new forms of management and governance are widely held as badly needed; and finally, when climate change is compounding many of the difficulties that have characterized irrigation policies and practices in the past decades. This complicated future context makes Mediterranean irrigation face various political dilemmas on water management, raising social tensions, triggering territorial and land conflicts, and stimulating new technological developments. This report contains a collection of papers from a workshopâ€"Strengthening Science-Based Decision-Making for Sustainable Management of Scarce Water Resources for Agricultural Production, held in Tunisia. Participants, including scientists, decision makers, representatives of non-profit organizations, and a farmer, came from the United States and several countries in North Africa and the Middle East. The papers examined constraints to agricultural production as it relates to water scarcity; focusing on 1) the state of the science regarding water management for agricultural purposes in the Middle East and North Africa 2) how science can be applied to better manage existing water supplies to optimize the domestic production of food and fiber. The cross-cutting themes of the workshop were the elements or principles of science-based decision making, the role of the scientific community in ensuring that science is an integral part of the decision making process, and ways to improve communications between scientists and decision makers.
